Job summary

The Programs Manager will drive the strategic overview of the project, now in its third year of implementation and targeting Ghanaian youth aged 18–35 — with 70% of participants expected to be women. The role involves managing P&L and overseeing all project activities across the full project cycle, from design and planning through execution and monitoring. The Programs Manager will build an aggregator model and team to scale program delivery, lead project planning, budgeting, and monitoring processes, and lead and motivate the project team. The role also drives PWD inclusion and talent-matching strategies in close collaboration with commercial and marketing teams, grows strategic partnerships nationally, and ensures regular submission of financial and activity reports.

About the Program

Jobberman Ghana is on a mission to unlock work opportunities for Ghanaian youth across priority sectors of the economy. Now in its third year, the program — dubbed Harnessing Agricultural Productivity and Prosperity for Youth (HAPPY) — aims to enhance the well-being, resilience, and active engagement of youth aged 18–35, especially women, in Ghana’s formal employment sectors. Program activities aim to dispense employability-focused education through no-tech, low-tech, and high-tech platforms across the regions of Ghana to allow for inclusion and wide adoption. The program targets connecting over 8,000 youth to employment opportunities within 4 years, with at least 70% of beneficiaries expected to be women, and with inclusion principles applied to reach youth with disabilities. Key interventions of the HAPPY program include mobilizing job seekers across relevant sectors and value chains, linking participants with employers through the Jobberman recruitment platform, online and offline job promotion, career fairs, and other sensitization methods.


Key Responsibilities

Strategic & Operational Leadership

  • Drive the strategic overview of the project
  • Operational management (manage the final cycle of project management — sustainable design, execution, organizational strategies, etc.)
  • Coordinate the design, development, and/or strengthening of various processes (including, but not limited to, operational structure, operational policies, and mandates aligned with donor requirements)
  • Provide leadership for the team of capable individuals to scale and deepen impact of intervention.
  • Manage program funds and drive cost management


Project & Donor Management

  • Oversee all project activities and be the main contact point for the donor and the partnership staff
  • Ensure project activities comply with the policies and regulations of the donor organization
  • Responsible for overseeing the development and execution of project deliverables; lead project planning, budgeting, action plans, and monitoring processes
  • Responsible for submitting activity reports and financial reports on a regular basis to the donor
  • Oversee the preparation and submission of annual activity-based project budgets, as well as monthly and quarterly financial reports, and assess funding
  • Lead and motivate the project team; monitor project activities and project expenditure; coordinate work with consultants and technical partners of the program.
  • Ensure close collaboration and coordination with technical and industry partners to guarantee smooth implementation of activities and achievement of results as specified in agreements
  • Employ resourcefulness in project design, implementation, and monitoring; troubleshoot project problems; identify and implement creative solutions
  • Support the team in driving Persons with Disabilities (PWD) inclusion through targeted strategies, including focused activities for attraction, capacity building, and job creation for PWDs
  • Work closely with other teams, particularly commercial teams, to achieve the company’s talent-matching goals
  • Lead the team in driving talent acquisition, pre-employment readiness, and employability skills capacity building and assessments
  • Assess and determine candidates’ propensity for placement in order to build and maintain a strong talent supply pipeline for matching
  • Grow and manage partnerships across the country with relevant institutions, agencies, organizations, associations, and key stakeholders to source candidates and build a solid, sustainable talent pipeline


Professional Requirements

Education

  • Bachelor’s degree in Social Sciences, Human Resources, Business Administration, Development Studies, or a related field
  • A relevant postgraduate qualification (e.g., MBA, MSc in Development Management, HR, or Project Management) is an added advantage


Experience

  • Minimum of 5–7 years’ experience in program/project management, ideally withindonor-funded, development, or workforce-inclusion programs
  • Demonstrated experience managing full project lifecycles — design, budgeting, execution, monitoring, and donor reporting
  • Prior experience in talent acquisition, recruitment, outsourcing, or workforce development, particularly within a commercial or business-facing environment
  • Experience working on disability inclusion, employability, or vulnerable-population workforce programs is strongly preferred
  • Experience building and managing multi-stakeholder partnerships (government agencies, NGOs, associations, private sector) at a national or regional scale


Skills & Competencies

  • Strong understanding of disability inclusion frameworks, employability pathways, and pre-employment/skills capacity-building models
  • Commercial acumen — able to align program outcomes with business/revenue goals and work fluently with commercial and sales teams
  • Strong stakeholder management and partnership-building skills, with the ability to represent the organization credibly with donors, government bodies, and corporate partners
  • Skilled in talent pipeline development, candidate assessment, and placement-readinessevaluation
  • Excellent budgeting and financial management skills, including donor financial reporting
  • Strong leadership and team management skills, with experience motivating and coordinating cross-functional teams (project staff, consultants, volunteers, commercial teams
  • Excellent written and verbal communication skills, including report writing and donor/stakeholder presentations
  • Strong problem-solving and troubleshooting ability, with a track record of resourceful, creative solutions under constraints
  • Proficiency in project management tools and MS Office (or equivalent) suite
