Job Summary

Reporting Lines ROPS will be part of the regional field programme teams and report to the Senior Field Program Officers (or similar), according to the specific organizational structure of each Regional Office. Functional support and oversight will be provided by PSS (on OPIM matters), OCB (on GEF and GCF matters). Technical Focus Operational modalities and procedures, GEF and GCF requirements, quality assurance, operational support, compliance and oversight, risk based management; analysis, monitoring and reporting, innovation, knowledge management and capacity building.

Job Description/Requirements


Tasks and responsibilities

Under the overall supervision of the Senior Field Programme Officer (or similar), according to the specific organizational structure of each Regional Office and in close collaboration with regional field programme teams and other relevant organizational units, the incumbent will perform the following duties:

 

Identification, negotiations and establishment of Operational partnerships in GEF, GCF projects 

•    Support PTFs in the identification, formulation, design and negotiation of execution arrangements and management of GEF and GCF projects in the region.
•    Advise PFs on the most appropriate execution arrangements and FAO instruments for assigned projects Support country offices in the identification and selection of operational partners in accordance with project agreements and MS 701 requirements.
•    Support country offices in the formalization and implementation of operational partnerships with government, civil society organizations and other operational partners in line with FAO relevant policies, procedures and guidelines.
•    Ensure that all required documents are available as indicated in the submission of the OPIM proposal form and oversee preparation of OPIM submissions;
•    Guide, advise and support country offices in the analysis of assessments, the design of the risk mitigation and assurance plans and the preparation of OPIM submissions.
•    Provide oversight, compliance monitoring and ensure that quality assurance processes are in place consistent with OPIM/MS701 rules. 
•    Ensure that GEF and GCF deadlines requirements and deadlines are met.

 

Management, monitoring and oversight of Operational partnerships in GEF and GCF projects 

•    Provide guidance and oversight, monitor timely implementation and follow up on assurance activities and updates of the Risk Mitigation and Assurance Plans for the assigned portfolio in the countries of the region.
•    Review of country level quality assurance activities and field visits reports to identify areas of weaknesses related to the implementation of Operational Partnerships, monitor, oversee or assist the preparation of mitigation plans and ensure that timely action takes place to address issues identified.
•    Support and advise Country Offices in monitoring of the Operational Partners delivery and OPAs implementation, supporting early action to address critical situations;
•    Advise development of operational manuals together with partners to guarantee appropriate monitoring of project results, monitoring, reporting and follow up.
•    Collaborate with the Regional Field Programme team and relevant units at HQs when addressing project and operational partnerships management issues, including making proposals for improving processes and procedures and strengthening local implementation capacities.
•    Contribute to peer reviews to assess gaps in risks management and address them, as well as identify good practices that can be expanded across the region.
•    Support BH and LTO in overseeing overall technical quality of the project delivery.
•    Undertake missions to Country Offices where operational partnerships in GEF, GCF projects are ongoing to provide support on OPIM related matters as necessary.
•    Support BH to follow up and provide guidance to partner institutions on implementation of recommendations of spot checks, audits and filed visits.

 

Analysis, monitoring and reporting

•    From a regional perspective, monitor and report on the status of Operational Partnerships formulation and implementation for the assigned GEF, GCF portfolio in the region and identify high-risk areas requiring special support.
•    Analyse and monitor OPAs status and pipeline at regional and country level.
•    Support, advise and build Country Offices capacities to analyse and monitor financial and progress reports submitted by the OP.
•    Prepare regional reports for Regional Office and Headquarters and quarterly based GEF regional Portfolio Review Exercises, as may be required.
•    In close collaboration with regional finance/operations/technical team specialists, monitor, advise and follow up with Budget Holder's on timely implementation of remedial actions for all operational partners’ audits with qualified opinions and provide aggregate reporting on progress 
•    Provide recommendations and suggestions on adaptive management solutions based on the findings of monitoring and reporting. 

 

Innovation, knowledge management and capacity building


•    Organize and support country office capacity and facilitate knowledge exchange in the region on in-country operational partnerships management processes and related best practices.


•    Support and facilitate country office capacity development activities of staff and operational partners with a special focus on implementation of OPAs and OPIM requirements.

•    Identify and share best practices on operational partnership management, interact with other UN system agencies at regional and country level on matters concerning operational partnership management and HACT tools.
•    Support ERM exercises with a particular emphasis on ensuring that risks for operational partnership management are appropriately identified and tracked, and that appropriate mitigating measures are put in place and a risk map be maintained covering FAO supported projects under OPIM in the region and countries. 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•    Advanced University degree in development studies, business or public administration, political science, economics, law, public policy, international relations or another field relevant to the work of the Organisation.
•    A minimum of 5 years of professional experience in operations; programme/project planning, development and management, monitoring and evaluation, oversight roles (audit, internal controls, quality assurance) at the national and international level in the UN, IFIs and/or developing country.
•    Working knowledge (level C) of English and limited knowledge (level B) of another FAO official language (Arabic, Chinese, French, Spanish or Russian). For PSA, working knowledge of English is required.

Technical/Functional Skills 

  • •    Knowledge of risk-based management methods and experience in their application.
    •    Familiarity with FAO Project Cycle, GEF minimum fiduciary standards, GEF and GCF requirements, FAO operational instruments, administrative management practices and operational modalities is a strong asset.
    •    Knowledge of UN agencies harmonized procedures and Resources Partners requirements for implementation of projects/programmes through partners would be an asset.
    •    Experience in difficult negotiations, advocacy and capacity building is required.
    •    Experience in operational partnerships management and knowledge of good practices in this area is required. 
    •    Experience in field office is a strong asset.
    •    Experience in data and trend analysis is a strong asset.

 

Selection Criteria 

•    Technical knowledge of GEF minimum fiduciary standards, GEF and GCF requirements, FAO operational instruments, administrative management practices and operational modalities;
•    Knowledge of UN agencies harmonized procedures and Resources Partners requirements for implementation of projects/programmes through partners;
•    Knowledge of risk-based management methods and demonstrated experience in their application.
•    Experience in project operational and financial management, and monitoring and evaluation.
•    Experience in agreements negotiation, management and oversight, and knowledge of good practices in this area;
•    Previous experience in design and delivery of capacity building programmes. 
•    Demonstrated experience in negotiations, advocacy and operational support.
•    Experience in data and trend analysis.
