Org. Setting and Reporting

This position is within the Trade Analysis Branch of the Division on International Trade and Commodities in the United Nations Conference on Trade and Development (UNCTAD). The position is located in Accra, Ghana. The Programme Officer reports to the Chief of the Trade Information Section based in Geneva and receives overall guidance of the Chief of the Branch.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

•Contributes to UNCTAD’s support to the implementation of the African Free Trade Area (AfCFTA) regarding Protocol on Trade in Goods, Annexes on non-tariff barriers (NTBs), sanitary and phytosanitary measures (SPS) and technical barriers to trade (TBT).
•Supports the dissemination of a continental mechanism to report, monitor and eliminate non-tariff barriers; and data collection and dissemination to increase trade-related regulatory transparency.
•Monitors and analyzes project implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Researches, analyzes and presents information gathered from diverse sources.
•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

Competencies Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

At least three years of experience in programmes regarding non-tariff barriers, sanitary and phytosanitary measures, technical barriers to trade is desirable.

Experience on regional integration in Africa, particularly with regard to trade, is desirable.

Experience in quality management is desirable.

Languages

For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
