The Operations Officer is responsible for coordinating, enforcing, and continuously improving the lottery agent network operations framework. The role ensures disciplined daily monitoring of terminals and agents, compliance with approved standard operating procedures, accurate reporting, and effective execution of sales recovery initiatives.

Job descriptions & requirements

Key Responsibilities

  • Operational Coordination: Coordinate daily execution of agent network operations across all regions and zones; ensure daily monitoring of all terminals and agent activity; track active, inactive, and reactivated terminals; act as first-level escalation point for persistent inactivity or non-compliance.
  • Dashboard and Reporting: Ensure timely submission of daily zone dashboards; validate accuracy and completeness of data; consolidate daily, weekly, and monthly management reports; maintain auditable records.
  • Officer Performance Monitoring: Monitor officer compliance with SOPs; track scorecards; recommend corrective actions; support enforcement of incentives and sanctions.
  • Agent Network Oversight: Monitor agent inactivity patterns; coordinate reactivation initiatives; ensure resolution of terminal and cash flow issues; support agent incentive programs.
  • Escalation and Compliance: Enforce escalation rules; escalate unresolved issues; maintain escalation logs; support audit reviews.
  • Management and Board Reporting: Prepare weekly management summaries; compile monthly reports; support quarterly Board papers; provide operational insights.


Key Performance Indicators

  • Dashboard compliance rate; reduction in inactive terminals; reactivation success rate; accuracy and timeliness of reports; officer SOP compliance; sales stability.


Qualifications and Experience

  • Bachelor’s degree in a relevant field; minimum of two years of experience in operations coordination or field network management; experience in agent or distributed retail networks preferred.


Skills and Competencies

  • Operational discipline, analytical and reporting skills; accountability enforcement; strong coordination and communication; Excel and dashboard proficiency.
