Job Summary
The Finance Officer is responsible for reviewing financial transactions to ensure completeness, accuracy, and compliance. He/She will prepare financial analyses and management reports, lead the preparation and monitoring of annual and donor budgets, and facilitate internal and external audits. Ensuring adherence to external donor requirements and internal policies and procedures is a key part of his/her role. The Finance Officer must comply with Generally Accepted Accounting Principles (GAAP). This position is based in Accra and requires occasional travel to field offices in Ghana as well as international travel.

Job Description/Requirements
Responsibilities:
Accounting:
- Record financial transactions in the accounting system (MIP).
- Ensure compliance with accounting standards and best practices.
- Strengthening custody systems for cash, bills, documents, supplies, and inventories.
- Establishing a comprehensive costing system for budgeting, financial reporting, and donor reporting.
- Ensuring timely and accurate processing of payments.
- Reviewing monthly bank and cash reconciliations.
- Closing monthly accounts and communicating results.
- Submitting accurate and complete monthly financial reports and justifications to HQ Finance.
- Maintaining correct trial balance with supporting schedules.
- Ensuring disbursements comply with Orbis policies and guidelines.
- Monitoring and settling Accounts Payable and Receivables, with emphasis on tax payables.
- Performing other relevant duties as needed.
Finance:
- Developing and recommending plans and policies for financial activities and reporting.
- Improving financial reporting methods for accuracy, completeness, and transparency.
- Ensuring timely and accurate payroll processing and cost allocation.
- Reviewing and approving donor reports in line with Orbis guidelines.
- Monitoring cash flow and advising on liquidity and financial regulations.
- Enforcing budgetary and fiscal control policies and initiating corrective actions.
- Managing relationships with banks, tax authorities, and financial institutions.
- Completing and sharing annual financial reports with Ghana regulatory bodies.
- Ensuring compliance and timely reporting of restricted grant financials.
- Providing financial insights, forecasting budget trends, and staying updated on financial regulations.
- Train staff on internal control policies and procedures to ensure compliance.
- Performing other relevant duties as needed.
Banking, Cash & Asset Management:
- Oversee cash flow management and ensure the availability of funds for operational needs.
- Maintain an accurate and up-to-date inventory of the organization's assets, including property, equipment, and investments.
- Conduct regular asset audits to ensure proper tracking and management.
- Implement and maintain internal controls to safeguard financial resources.
- Maintain relationships with banking partners to facilitate smooth financial operations.
- Negotiate banking terms and services to benefit the organization.
- Oversee bank account management, including opening and closing accounts as needed.
Budget:
- Develop and implement financial strategies to support the organization's goals.
- Prepare and monitor budgets, forecasts, and financial plans.
- Leading the office’s budget process and collaborating with program and operations colleagues to prepare, compile, and consolidate annual budgets.
- Ensuring all payments align with the budget and are executed according to the organization's established procedures and regulations.
- Accurately allocating budgets to projects and funding sources, and recording expenses against existing budget lines.
- Ensuring donor budgets include all allowable costs, such as reasonable salary, benefit costs, and indirect costs.
- Conduct financial analysis and provide insights to support decision-making.
Internal & External Audit:
- Audit Readiness: Ensuring that financial books are always prepared for auditing by maintaining comprehensive and accessible financial documentation.
- Audit Coordination: Facilitating and coordinating office audits, working closely with both internal and external auditors to ensure a smooth audit process.
- Partner Audits: Managing and coordinating audits for partner organizations to ensure compliance and accuracy.
- Corrective Actions: Collaborating with the Ghana Program Director and New York Finance team to prepare and implement corrective actions based on audit findings.
Qualifications & Knowledge:
- Educational Background: A Bachelor's or university degree in accounting or finance from a recognized institution.
- Professional Experience & Attention to Details: At least 5 years of experience in accounting and financial management, preferably within an International NGO. Strong attention to detail and organizational skills.
- Donor Engagement: Proven experience in donor proposal preparation and donor reporting.
Skills & Abilities:
- Computer Literacy: Proficiency in advanced MS Excel, familiarity with SharePoint and MS- Teams, and experience with at least one accounting program.
- Experience with Fund Accounting software is preferred.
- Communication Skills: Strong verbal and written communication skills in English.
- Financial Expertise: Excellent skills in accounting, financial management, and budgeting.
