Lead the company's Finance and Administration function, reporting directly to the General Manager - Construction Division, and provide accurate financial control, cash stewardship, statutory compliance, management information and efficient corporate support across Ghana operations. The role operates within delegated authority; final executive, strategic and material financial accountability remains with the General Manager.

Key Responsibilities
Financial Leadership and Governance
- Translates corporate strategy and the General Manager's direction into clear financial priorities, controls and service standards.
- Maintains finance policies, procedures, approval matrices, calendars and close routines appropriate to a multi-project construction business.
- Chairs regular finance reviews covering performance, cash, receivables, payables, tax, controls and administrative issues.
- Provides the General Manager with objective advice, decision options and timely escalation of material financial risk.
Budgeting, Forecasting and Business Planning
- Coordinates annual budgets, periodic forecasts and long-range plans for head office, projects and operating facilities.
- Challenges assumptions on revenue, margins, resources, plant, overhead, cash flow, capital expenditure and timing.
- Consolidates project submissions, reconciles them to approved programmes and presents clear scenarios and sensitivities to the General Manager.
- Monitors performance against budget and ensures accountable managers prepare credible corrective actions for significant variances.
Accounting and Financial Statements
- Ensures complete, accurate and timely recording of all transactions in the general ledger and subsidiary ledgers.
- Supervises monthly, quarterly and annual close, balance-sheet reconciliations, accruals, provisions, depreciation and intercompany balances.
- Reviews financial statements and management accounts for consistency, reasonableness and compliance with applicable reporting policies.
- Maintains a controlled chart of accounts and reliable project, cost-centre and asset coding structures.
Treasury, Cash and Banking
- Maintains rolling cash-flow forecasts and coordinates funding priorities for payroll, suppliers, taxes, projects and critical operations.
- Controls bank accounts, mandates, payment platforms, guarantees, deposits, foreign currency and financing records within approved authority.
- Reviews daily cash positions and ensures bank and cash reconciliations are completed promptly and independently.
- Escalates liquidity gaps early and recommends safe, cost-effective funding or payment-prioritisation options to the General Manager.
Revenue, Receivables and Collections
- Coordinates with Operations, Commercial and Project teams to ensure certified work, variations and other billable amounts are invoiced promptly and accurately.
- Maintains receivables ageing, collection forecasts, retention schedules and evidence supporting client balances.
- Leads collection follow-up and escalates disputed, overdue or high-risk balances to the General Manager with recommended action.
- Ensures receipts are identified, allocated, banked and reconciled without delay.
Payables and Payment Control
- Ensures supplier, subcontractor and expense claims are supported by approved orders, contracts, receipt evidence, certification and tax documentation.
- Maintains a controlled payment cycle aligned with cash availability, due dates, commercial priorities and the delegated authority matrix.
- Prevents duplicate, premature, unsupported or unauthorised payments and resolves exceptions with Procurement, Commercial and Operations.
- Monitors payable ageing and communicates realistic payment commitments to authorised stakeholders.
Project Finance and Cost Control
- Works with Project Managers, Commercial teams and Operations to maintain reliable project budgets, commitments, forecasts and cost-to-complete.
- Reviews project margins, production costs, plant charges, labour, material usage, subcontract costs, overhead allocation and provisions.
- Identifies adverse trends, unsupported forecasts and potential losses and ensures corrective measures are reflected in management reporting.
- Supports project close-out, final accounts, asset transfers and financial lessons learned.
Tax, Statutory Compliance and Audit
- Maintains a calendar of Ghanaian tax, social, corporate and other finance-related filing and payment obligations.
- Ensures accurate, timely returns, supporting schedules, certificates and responses to legitimate authority enquiries.
- Coordinates external and internal audits, provides complete evidence and tracks findings to verified closure.
- Obtains specialist advice where needed and briefs the General Manager on material tax positions, exposures or disputes.
Internal Control, Risk and Fraud Prevention
- Maintains effective segregation of duties, approval controls, reconciliations, access rights, document retention and exception reporting.
- Performs risk-based reviews of cash, payments, revenue, inventory, fuel, assets, payroll interfaces and high-risk manual entries.
- Investigates or coordinates investigation of suspected fraud, theft, conflict of interest or financial misconduct while preserving evidence and confidentiality.
- Reports material concerns directly to the General Manager and monitors corrective action without permitting management override.
Administration and Facilities
- Directs the Administrative Office, reception, office services, utilities, leases, travel support, consumables and approved facility vendors.
- Maintains service standards, cost controls, preventive maintenance and safe, professional head-office facilities.
- Ensures administrative purchases and contracts follow Procurement rules, budget controls and the approval matrix.
- Coordinates business-continuity arrangements for critical office services and records.
IT Systems and Data Control
- Supervises the IT Officer and ensures business systems, connectivity, user support and equipment meet operational priorities and approved standards.
- Maintains user-access governance, backup, recovery, software licensing, asset registers and baseline cyber-security controls.
- Ensures financial-system changes, interfaces and master-data amendments are authorised, tested and documented.
- Escalates cyber incidents, data loss, prolonged outages and material technology risks to the General Manager.
Assets, Insurance and Records
- Maintains financial oversight of fixed assets, office equipment, insurance policies, claims, guarantees and key corporate records.
- Ensures additions, transfers, disposals, impairments and physical verification are approved and reconciled to accounting records.
- Coordinates renewal information and claims documentation with asset owners, insurers and brokers.
- Maintains retention, confidentiality and secure access standards for financial, contractual and administrative documents.
People Leadership and Service Delivery
- Sets clear objectives for the Chief Accountant, Treasury and Finance, Administrative Office and IT functions.
- Builds succession, cross-training and disciplined handover arrangements for critical finance and administrative processes.
- Promotes responsive service without weakening documentation, control or accountability.
- Coordinates constructively with HR and Procurement while preserving the organisation chart's functional boundaries and segregation of duties.
Management Reporting and Continuous Improvement
- Produces a concise monthly management pack covering profit and loss, balance sheet, cash, working capital, projects, budget variances, tax and key risks.
- Ensures reports are timely, reconciled, decision-focused and supported by clear explanations and accountable actions.
- Standardises processes, automates reliable controls and reduces close, payment and reporting cycle times.
- Tracks agreed decisions and improvement actions to verified completion and reports progress directly to the General Manager.
Qualifications
Formal Education
- Bachelor's degree in Accounting, Finance, Business Administration, Commerce or a related discipline.
- Full or advanced professional qualification such as CA Ghana, ACCA, CIMA, CPA or equivalent is highly desirable
- A master's degree in Finance, Accounting, Business Administration or Management is advantageous.
- Training in tax, internal control, treasury, ERP systems or project finance is an advantage.
Work Experience
- Minimum 10 to 15 years of progressive finance and administration experience, including at least five years in a senior management role.
- Demonstrated responsibility for accounting, treasury, budgeting, tax, audit, controls and administration in a multi-project environment.
- Strong experience in construction, civil engineering, infrastructure, plant, quarry or related heavy-industry operations is highly desirable.
- Experience in Ghana or comparable West African business environments is advantageous.
