Background And Context
The Government of Ghana, through the Ministry of Trade, Agribusiness and Industry (MoTAI), is pursuing an ambitious industrial transformation agenda aimed at diversifying the economy, deepening domestic value addition, expanding manufacturing employment, and positioning Ghana as a competitive manufacturing and trading hub within the West African sub-region under the African Continental Free Trade Area (AfCFTA).
The textiles and garments sector is one of the most promising avenues for large-scale manufacturing employment, particularly for women and young people, and for export diversification. Ghana combines a competitive and trainable labour force, preferential access to major markets, improving industrial infrastructure, and growing interest from international buyers and manufacturers seeking to diversify sourcing into West Africa.
The Ghana Textiles and Garments Manufacturing Policy has been developed to revitalise and expand the industry across the full value chain from cotton production and ginning, through yarn spinning, fabric manufacturing, dyeing and finishing, to garment assembly and export. The Policy articulates Government’s vision of positioning Ghana as a leading apparel manufacturing and sourcing destination in Africa, while rebuilding upstream textiles capacity and protecting the integrity of Ghanaian textile designs.
Realising this vision requires coordinated interventions in industrial infrastructure (including garment factory shells and textiles parks), workforce development at scale, investment promotion targeting anchor manufacturers, upstream value chain development, buyer engagement and market access, trade policy measures addressing unfair competition, and financing instruments suited to the sector’s working capital and capital expenditure needs.
While the Ghana Textiles and Garments Manufacturing Policy sets out clear objectives and strategic interventions, its effective execution requires a detailed, costed, and time-bound implementation plan that translates policy intent into concrete actions, assigns institutional responsibilities, defines resource requirements, and establishes a robust monitoring, evaluation, and learning (MEL) framework.
It is against this background that the Ministry, with support from the UK government through the Ghana Partnership for Jobs and Economic Transformation Programme (JET), a flagship initiative of the UK Foreign Commonwealth and Development Office (FCDO), seeks to recruit an individual consultant to develop a comprehensive implementation plan for the Policy.
Objective Of The Assignment
The overall objective of the assignment is to develop a comprehensive, costed, and time-bound implementation plan for the Ghana Textiles and Garments Manufacturing Policy, providing MoTAI and its partner institutions with a practical roadmap for executing, resourcing, coordinating, monitoring, and evaluating the Policy over its implementation horizon.
Specifically, The Consultant Will Be Required To

• Translate the strategic objectives and interventions of the Policy into a detailed matrix of programmes, projects, and activities with clear outputs, outcomes, timelines, and sequencing;
• Identify and assign institutional responsibilities across ministries, departments and agencies (MDAs), the private sector, development partners, and other stakeholders, including coordination and governance arrangements;
• Develop a detailed costing of the implementation plan, including a financing strategy that identifies funding sources across the national budget, private investment, and development partner support;
• Design a results-based monitoring, evaluation, and learning (MEL) framework with baseline data, indicators, targets, and reporting arrangements;
• Conduct a risk assessment and develop mitigation measures for the implementation of the Policy; and
  

Recommend the legal, regulatory, and institutional reforms required to support effective implementation.
Scope Of Work
General Tasks
The Consultant Shall Undertake The Following Tasks

• Inception and work planning: Review the Ghana Textile and Garment Manufacturing Policy and all relevant national frameworks including the national development agenda, related sector strategies, the AfCFTA implementation framework, and applicable ECOWAS protocols and submit an inception report detailing the methodology, stakeholder engagement plan, and work schedule.
• Situational and gap analysis: Assess the current state of the sector, including existing programmes, institutional capacities, regulatory environment, infrastructure, market conditions, and financing landscape, and identify gaps between the Policy’s objectives and prevailing conditions.
• Stakeholder consultations: Design and conduct structured consultations with public sector institutions, private sector operators and associations, academia, organised labour, financial institutions, and development partners to validate priorities, secure buy-in, and gather implementation intelligence.
• Development of the implementation matrix: Prepare a detailed implementation matrix disaggregating each policy objective into programmes, projects, and activities, with outputs, performance indicators, timelines (short, medium, and long term), lead and collaborating institutions, and estimated costs.
• Costing and financing strategy: Develop a realistic, activity-based costing of the plan and a financing strategy that maps funding requirements to potential sources, including Government of Ghana budgetary allocations, private capital, public-private partnerships (PPPs), and development partner facilities.
• MEL framework: Design a monitoring, evaluation, and learning framework, including a results chain (theory of change), indicator reference sheets, baselines and targets, data collection responsibilities, and reporting cycles aligned with national M&E systems.
• Institutional and governance arrangements: Recommend coordination structures including steering committees, technical working groups, and secretariat functions with clearly defined mandates, membership, and decision-making protocols.
• Risk management: Identify implementation risks (political, fiscal, market, operational, environmental, and social) and propose mitigation and contingency measures.
• Validation and finalisation: Present the draft implementation plan at a stakeholder validation workshop convened by the Ministry, and incorporate feedback into the final plan.
  

Sector-Specific Tasks
In addition to the general tasks above, the Consultant shall:

• Address the full value chain cotton and fibre production, ginning, spinning, weaving and knitting, dyeing and finishing, and garment assembly with clear sequencing and prioritisation between upstream and downstream interventions;
• Develop strategies for industrial infrastructure, including garment factory shells, textiles parks, and reliable utilities provision, in coordination with ongoing industrial park and special economic zone initiatives;
• Design workforce development interventions at scale, including operator training programmes, middle-management and supervisory development, and productivity improvement systems, in coordination with training institutions and industry;
• Articulate market access and buyer engagement strategies leveraging the AfCFTA, preferential market access schemes, and international sourcing trends, including targeted engagement of global brands and sourcing intermediaries;
• Propose measures to address the influx of second-hand clothing, textile design piracy, smuggling, and other unfair trade practices affecting domestic manufacturers;
• Develop strategies for strengthening compliance with international social, labour, and environmental standards required by global buyers, including sustainability and circularity considerations; and
• Identify priority investment opportunities and develop targeted investment promotion actions for anchor garment manufacturers and upstream textiles investors.

Required Qualifications
The Consultant shall possess the following qualifications and experience:

• At least ten (10) years of professional experience in industrial policy, sector strategy development, value chain analysis, or programme design and implementation.
• At least seven (7) of specific experience in the textiles and garments industry, including apparel manufacturing operations, sourcing, or sector development programmes;
• Experience with garment sector development in Sub-Saharan Africa or comparable emerging sourcing destinations will be an advantage;
• Familiarity with automotive industrial policies in emerging markets; knowledge of the Ghana Automotive Development Policy (GADP) will be an advantage.
• Proven expertise in results-based planning, activity-based costing, and the design of monitoring and evaluation frameworks;
• Strong stakeholder facilitation skills, including experience engaging senior government officials, manufacturers, international buyers, and development partners; and
• Excellent analytical, report writing, and presentation skills in English.

Institutional and Reporting Arrangements
The Consultant will be engaged by the Ghana JET programme and assigned to the the Ministry of Trade, Agribusiness and Industry and will report to the Chief Director, or a designated officer and Ghana JET. A Technical Working Group (TWG), comprising representatives of relevant MDAs, private sector associations, and development partners, will provide technical oversight, review deliverables, and facilitate access to data and stakeholders.
The Ministry will provide the Consultant with the the Ghana Textiles and Garments Manufacturing Policy, relevant reports and data in its custody, letters of introduction to stakeholders, and logistical support for the national validation workshop. The Consultant shall be responsible for their own working tools and, unless otherwise agreed, the costs of stakeholder consultations other than the validation workshop. The costs of the validation workshop (including number of attendees, venue etc.) will be mutually agreed by the Consultant, JET and MOTAI.
The Ministry is concurrently commissioning implementation plans for other industrial sector policies. The Consultant shall participate in periodic joint review sessions convened by the Ministry to ensure coherence across the plans, harmonised treatment of cross-cutting issues (industrial infrastructure, skills, access to finance, trade facilitation, and AfCFTA positioning), and a consistent structure and MEL architecture.
