Job Summary

The Communications and Digital Program Manager is responsible for project and program oversight, overseeing public health campaign efforts, maintaining and growing client relationships, and identifying and supporting new business opportunities. They will need to identify and solve project-related issues that are technical, business, and resource specific. This is a dynamic position and requires an individual with strong communication and collaboration skills who can think strategically and execute tactically.

Job Description/Requirements

Key Responsibilities:

  • Establish and maintain schedules, product roadmaps and strategic plans, and ensure quality delivery in accordance with customer and stakeholder needs.
  • Actively communicate with clients to understand and define current needs and priorities.
  • Oversee communications/campaign activities to ensure positive outcomes.
  • Manage budgets, prepare cost estimates, and track resources using financial management tools.
  • Perform continuous risk assessment and mitigation; work with management to identify and remove resource, feasibility, and technical barriers that can impede development.
  • Maintain a positive, results-oriented work environment by building partnerships with internal and external partners.
  • Manage direct reports as well as a matrixed team, leading cross disciplinary efforts to develop, iterate, and refine digital solutions.
  • Foster a culture of creativity, collaboration, innovation, and excellence in the work environment and continuously elevate the quality and caliber of the organization.


Required Qualifications:

  • Bachelor’s degree in computer science, engineering, business, communications, marketing, public health, or related fields.
  • 15+ years of demonstrated experience with digital program/campaign management.
  • 7+ years leading state or Federal government programs and 5+ years of experience leading public health, mHealth, or tobacco cessation related programs.
  • Ability to obtain a Public Trust Clearance.
  • U.S. citizenship required (required by Federal government for the position).


Professional Skills:

  • Experience managing programs or projects that use open-source CMS such as Drupal, WordPress, as well as headless CMS implementations.·
  • Experience working with various Agile delivery methods including Agile Scrum, Kanban, as well as traditional waterfall and hybrid approaches.
  • Excellent analytical and proven problem-solving skills.
  • Excellent verbal and written communication skills.
  • Experience launching digital solutions, including ongoing analysis and continuous product improvements.
  • Proficiency working with JIRA and Confluence.
  • Working knowledge of the technical software development process, including Agile methodologies, process, and principles.
  • Understanding of human-centered design principles and integrating design and Agile.
  • Team player with excellent problem-solving and consensus-building skills.


Preferred Qualifications:

  • Experience in design or strategic planning facilitation (generalist).
  • Experience in providing strategic technical or digital program design guidance to clients.
  • PMP certification.
  • Experience working with remote teams.
