Job summary

Lead and integrate the Building Division Technical Office, converting design, engineering, planning, quantities, contracts, estimating, methods and project information into coordinated, buildable and cost-controlled solutions. The role supports tenders and projects without replacing Operations responsibility for site execution. Final approval of tender strategy, tender price, margin, material design changes, project budgets, contractual commitments and accepted corporate technical risk remains with the General Manager - Construction Division.

Key Responsibilities:

Leadership and Functional Governance

  • Establishes the Technical Office as the central point for design, engineering, planning, quantities, contracts, estimation and controlled technical information.
  • Translates the General Manager's priorities into clear work plans, deliverables, responsibilities and review deadlines.
  • Maintains clear interfaces with Operations and all corporate support functions and prevents duplication or gaps in accountability.


Workload, Resources and Capability

  • Plans workloads across tenders and active projects, assigns responsible leads and balances priorities against available capacity.
  • Identifies specialist support, software, consultant and staffing requirements and recommends them for approval.
  • Coaches the Technical Office team, reviews performance and develops succession and technical capability.


Design Management and Coordination

  • Controls the design programme, design responsibility matrix, deliverable schedule and consultant interfaces from concept through construction and handover.
  • Coordinates architectural, structural, civil and MEP design inputs and ensures clashes, omissions and inconsistencies are resolved before construction.
  • Ensures calculations, drawings and specifications are independently checked at the level required by the contract and risk profile.


Design Review and Value Engineering

  • Leads multidisciplinary reviews for compliance, constructability, durability, maintainability, cost and programme impact.
  • Develops practical alternatives with Operations, Estimation, Quantity Surveying, Procurement and Plant while protecting the Employer's Requirements and approved quality standard.
  • Presents material options, assumptions, savings, risks and decisions to the General Manager before adoption.


Construction Methods and Constructability

  • Coordinates project execution methods, sequencing, access, logistics, lifting, temporary services, formwork, concrete placement and specialist work interfaces.
  • Ensures method statements are technically complete, aligned with the programme and reviewed by Operations, QA/QC and EHS before release.
  • Uses lessons learned and production feedback to improve future methods and estimates.


Temporary Works

  • Establishes the temporary-works procedure, design briefs, category of check, registers, design responsibility and release process.
  • Coordinates qualified designers and independent checkers for formwork, shoring, scaffolding, excavation support, crane bases, hoist ties, lifting frames and other temporary structures.
  • Ensures no temporary works are used before design, approval, inspection and formal release are complete.


Planning, Scheduling and Project Controls

  • Directs the Scheduler in preparing tender programmes, baselines, procurement schedules, design schedules, look-aheads and recovery programmes.
  • Ensures programmes are resource-loaded where required, logically linked and consistent with methods, quantities, procurement and contractual milestones.
  • Reviews progress, critical path, constraints, delay exposure and recovery actions with Operations and reports material issues to the General Manager.


Estimation, Tendering and Preconstruction

  • Directs the Senior Cost Estimator and coordinates Design, Planning, Contracts, Quantity Surveying, Operations, Procurement, Plant, Finance, QA/QC and EHS inputs to tenders.
  • Ensures the estimate basis, quantities, methods, rates, quotations, preliminaries, risk, programme, qualifications and exclusions are complete and traceable.
  • Reviews the tender recommendation pack; final bid strategy, price, margin, contingency and submission approval remains with the General Manager.


Quantity Surveying, Contracts and Change Control

  • Directs the Quantity Surveying and Contract functions in measurement, budget development, payment support, variation records, notices, claims inputs and commercial reporting.
  • Ensures technical facts, drawings, programmes, records and cause-effect analyses required for contractual entitlement are prepared on time.
  • May recommend commercial and contractual positions but cannot settle claims, accept liabilities or commit Mawums without delegated approval.


Project Technical Support and RFIs

  • Provides timely responses to RFIs, technical queries, design clarifications, discrepancies and site constraints
  • Maintains a priority register of unresolved technical matters, assigns owners and escalates items affecting safety, cost, quality or critical path.
  • Supports Project Managers without bypassing their authority for site coordination and execution.


Procurement and Material Technical Support

  • Defines technical scopes, specifications, datasheets and return schedules for supplier and subcontractor enquiries with Procurement.
  • Leads technical bid evaluations and verifies compliance, interfaces, qualifications and lifecycle implications.
  • Procurement retains supplier communication and commercial negotiation; final appointment and commitment follow approved authority levels.


Quality, Compliance and Technical Assurance

  • Coordinates with Corporate QA/QC to ensure technical deliverables, method statements, material submissions and inspection requirements align with the Project Quality Plan.
  • Monitors design-related NCRs, technical rework and recurring defects and ensures root causes are addressed.
  • Ensures compliance with Ghanaian requirements, contract standards and approved international codes applicable to each project.


Document Control, BIM and Information Management

  • Directs Document Control and establishes the common data environment, numbering, status, revision, transmittal, approval and distribution rules.
  • Ensures only current approved information is available for tendering, procurement and construction and that superseded information is withdrawn.
  • Promotes coordinated BIM and digital workflows appropriate to the project and protects the integrity, confidentiality and traceability of records.


Handover, As-Builts and Close-Out

  • Plans technical close-out from project commencement, including as-built drawings, approved materials, test records, O&M inputs, warranties and statutory documentation.
  • Coordinates technical responses to commissioning, snagging and handover requirements with Operations, QA/QC and specialist subcontractors.
  • Confirms completeness of the technical dossier before recommendation for final handover.


Reporting, Risk and Continuous Improvement

  • Provides concise monthly reporting on design, submittals, RFIs, programme, estimates, change, technical risk, resources and required decisions.
  • Maintains Technical Office risk, decision and lessons-learned registers and escalates material exposure early.
  • Standardises templates, details, benchmarks and workflows and measures the function's impact on rework, approval time, cost and programme certainty.


Qualififcation

Formal Education

  • Bachelor's degree in Civil Engineering, Structural Engineering, Construction Management, Building Technology or a closely related discipline.
  • A relevant master's degree, professional engineering registration or membership of GhIE/another recognised professional body is preferred.


Work Experience

  • Minimum 12 to 15 years of progressive construction, design-management or technical-office experience, including at least five years leading multidisciplinary technical teams.
  • Demonstrated experience on major reinforced-concrete buildings, high-rise residential, hotels, commercial facilities, hospitals or comparable complex projects in Ghana or West Africa.
  • Proven involvement in both tender/preconstruction and project execution through handover.


Skills:

  • Strong leadership, technical review, planning, coordination, negotiation and decision-preparation skills.
  • Competence in constructability, methods, temporary works, quantity/cost interfaces, contracts, claims support and risk management. Clear written and spoken Business English and strong executive reporting and presentation ability.


Knowledge

  • Knowledge of the Ghana Building Code and relevant Ghanaian permitting and construction requirements.
  • Practical knowledge of appropriate BS/EN/Eurocodes, ACI and other contractually applicable standards, together with FIDIC-based contract administration.
  • Sound understanding of QA/QC, EHS, procurement, plant, commercial and commissioning interfaces.


Systems

  • Strong working knowledge of AutoCAD and document-control/common-data-environment systems.
  • Working knowledge of Revit/BIM coordination, Navisworks or equivalent, Primavera P6/MS Project and recognised estimating/quantity software is strongly preferred.
