Key Responsibilities

Regional Project Leadership and Governance

• Translates the Operations Manager Ghana's direction into clear regional priorities, performance expectations and accountable actions.
• Maintains a consistent review rhythm covering safety, quality, programme, cost, cash, resources, clients, risks and decisions.
• Provides Project Managers with guidance and removes cross-functional obstacles within authority.
• Escalates material regional issues and decision options promptly and objectively.

Project Mobilisation and Start-Up

• Coordinates readiness of project organisation, approvals, site access, facilities, plant, materials, subcontractors, systems and corporate support.
• Reviews mobilisation plans, responsibility matrices, initial programmes, procurement schedules, permits and key risks before work starts.
• Ensures Project Managers establish compliant project controls, reporting and communication routes.
• Escalates unresolved start-up constraints that threaten contractual milestones or safe execution.

Programme, Milestone and Recovery Control

• Reviews baseline and updated programmes, critical paths, look-ahead plans, production targets and interfaces.
• Challenges unsupported progress, unrealistic forecasts, delayed decisions and weak recovery assumptions.
• Requires Project Managers to produce accountable recovery plans for adverse variance.
• Consolidates regional milestone status and escalates threats requiring portfolio or executive intervention.

Construction Execution and Production

• Monitors site productivity, work-front readiness, method implementation, sequencing and coordination
• Ensures Project Managers convert programmes into achievable weekly and daily production plans.
• Coordinates resolution of constraints involving design, access, approvals, materials, plant, labour or subcontractors.
• Promotes disciplined execution and prevents acceleration that compromises safety, quality or contract requirements.

Cost, Cash and Commercial Performance

• Reviews project budgets, commitments, cost-to-complete, margin outlook, cash requirements and commercial exposure.
• Coordinates Project, Contract, Quantity Surveying and Finance teams to improve billing, certification, collection, variation and claim readiness.
• Requires credible explanations and recovery actions for adverse cost or cash variance.
• Escalates potential loss, unsupported forecast or material commercial decision to the Operations Manager Ghana.

People and Resource Coordination

• Reviews project organisations, leadership coverage, labour needs, productivity and competence gaps.
• Coordinates sharing or redeployment of approved resources across Greater Accra projects without weakening control.
• Recommends senior project appointments, changes, transfers or additional support through the Operations Manager Ghana.
• Develops Project Managers through clear expectations, coaching, performance review and accountable follow-up.

Technical, Design and Interface Management

• Ensures Project Managers maintain current drawings, approved methods, technical queries, design schedules and interface registers.
• Coordinates timely support from the Technical Office, designers, consultants and specialist disciplines.
• Prevents construction from proceeding on unresolved, obsolete or unapproved technical information.
• Escalates design decisions, constructability issues and technical risks affecting cost, programme or compliance.

Quality Management and Rework Prevention

• Ensures Project Managers implement approved Project Quality Plans, inspection and test plans, method statements and records.
• Reviews quality trends, NCRs, test failures, snagging, rework, approvals and corrective-action closure.
• Supports Corporate Quality and project QA/QC personnel while respecting their independent compliance authority.
• Prevents concealment or acceptance of defective work and escalates recurring or material quality failure.

EHS Leadership and Compliance

• Promotes visible safety leadership and ensures Project Managers integrate EHS into planning and execution.
• Reviews high-risk activities, permits, inspections, incidents, environmental controls and corrective actions.
• Supports Corporate EHS and project EHS Officers in applying standards and stop-work authority.
• Ensures urgent escalation and investigation of serious incidents, repeated unsafe conditions or statutory breaches.

Plant, Materials and Logistics Readiness

• Coordinates regional demand for plant, vehicles, materials, fuel, spares, transport and site logistics.
• Reviews readiness against work programmes and resolves priority conflicts with Plant, Procurement and project teams.
• Monitors equipment availability, material shortages, delivery risks, storage and avoidable idle time.
• Escalates capacity gaps or major hire and purchase needs with operational justification and alternatives.

Subcontractor and Supplier Performance

• Ensures subcontractors and suppliers are mobilised against approved scope, programme, quality, EHS and documentation requirements.
• Reviews performance trends, resource sufficiency, delays, defects, claims and corrective actions.
• Coordinates operational input to procurement, award, certification, variation and performance decisions.
• Escalates persistent underperformance and recommends recovery, reinforcement, replacement or contractual action.

Client and Stakeholder Relations

• Supports Project Managers in maintaining professional, transparent and solution-focused client relationships.
• Participates in key progress, risk, recovery, technical and commercial meetings when regional support is required.
• Coordinates issues involving authorities, utilities, communities, access and other affected stakeholders.
• Protects Mawums' contractual position and ensures commitments are made only by authorised personnel.

Risk, Change and Contractual Awareness

• Maintains a regional view of project risks, opportunities, changes, delays, notices, claims and decision deadlines.
• Ensures Project Managers preserve records and provide timely information to Contract and Quantity Surveying teams.
• Challenges unmanaged scope change, informal instruction and unapproved commitment.
• Escalates material risk with impact, ownership, mitigation, residual exposure and required decision clearly stated.

Reporting, Handover and Continuous Improvement

• Produces a concise regional dashboard covering progress, milestones, cost, cash, quality, EHS, resources, clients and risks.
• Validates project data, forecasts and action status before reporting to the Operations Manager Ghana.
• Coordinates completion, testing, snagging, handover, close-out and demobilisation readiness.
• Captures lessons, standardises effective practices and tracks agreed improvements to verified completion.

Qualification

Formal Education

• Bachelor's degree or HND in Civil Engineering, Construction Management, Building Technology, Project Management or a related engineering discipline.
• A recognised professional registration or membership in an engineering, construction or project-management body is advantageous.
• PMP, PRINCE2 or comparable project-management certification is highly desirable.
• Training in contracts, planning, cost control, quality or EHS is an advantage.

Work Experience

• Minimum 10 to 15 years of progressive construction experience, including at least five years in a senior project or multi-project leadership role.
• Demonstrated responsibility for Project Managers, programme, production, cost, quality, EHS, clients, subcontractors and cross-functional support.
• Strong experience in major buildings, civil engineering, infrastructure, roads, utilities or comparable complex projects is highly desirable.
• Experience in Ghana or comparable West African project environments is advantageous.

• Understanding of Ghanaian statutory, permitting, labour, environmental and construction requirements.
• Knowledge of plant, procurement, logistics, subcontract and project-finance interfaces.
