Project Director

Responsibilities:

Strategic Oversight & Accountability

• Provide overall strategic direction and accountability for the successful implementation of the program across both cohorts, ensuring alignment with the terms of the program agreement.
• Serve as the senior point of contact with the institutional partner on strategic, contractual, and relationship matters throughout the engagement.
• Approve major program decisions, including changes to scope, timeline, or budget, in consultation with the partner as required.
• Ensure the program's objectives, targets, and inclusion commitments, including gender and disability participation targets, are met across both cohorts.

Governance, Compliance & Budget Oversight

• Review and approve progress reports, work plans, and other deliverables prior to submission to the partner.
• Review and strengthen the soft skills and professional development curriculum to ensure quality and alignment with program objectives.
• Ensure the program remains in compliance with the terms of the program agreement, applicable Ghanaian law, and Blossom Academy's organizational policies.
• Oversee the program budget at a strategic level, ensuring expenditures remain within approved limits.
• Approve the program's final report and any supplementary reporting requested by the partner.

Team Leadership & Continuity

• Provide overall leadership and direction to the Program Manager and program team, ensuring effective execution of program activities.
• Provide direct oversight of Mentorship & Career Coaches in the delivery of soft skills sessions, including periodically sitting in on mock interviews to assess quality and consistency.
• Step in directly to maintain continuity of program delivery in the event of unplanned departure of key program staff, including the Program Manager.
• Support succession planning and staff development to strengthen the program's operational resilience.

Stakeholder & Partnership Management

• Maintain relationships with government ministries, employer partners, and other strategic stakeholders relevant to the program's success.
• Represent Blossom Academy at high-level program events, including launch, graduation, and knowledge-sharing engagements.
• Support the negotiation and maintenance of partnerships that contribute to the program's employment and innovation outcomes.
• Review program outcomes data and provide strategic recommendations for program improvement and future scaling.
• Ensure the program's results and lessons learned are appropriately communicated to relevant stakeholders.

Risk Management & Escalation

• Identify and mitigate organizational or programmatic risks that could affect program delivery, funding, or Blossom Academy's relationship with the partner.
• Serve as the final point of escalation for risks or delivery issues that cannot be resolved by the Program Manager.

Qualifications & Experience

• Bachelor's degree in international development, business administration, education, social sciences, or a related field; a Master's degree is preferred.
• A minimum of seven to ten years of progressive experience in program or project management, including at least three years in a senior leadership role.
• Demonstrated experience managing donor-funded programs, including budget oversight and compliance reporting to institutional funders.
• Experience in workforce development, digital skills training, youth employment, or a related sector is strongly preferred.
• A strong track record of stakeholder management, including engagement with government bodies, private sector partners, and international development organizations.
• Excellent written and verbal communication skills, including experience preparing formal reports for institutional donors.
• Demonstrated leadership and team management experience, with the ability to step into operational roles when needed.
• Familiarity with Ghana's development sector and experience engaging with government stakeholders is an advantage.
