Plant and Equipment Manager

Key Responsibilities

Plant and Equipment Leadership and Governance

• Translates corporate strategy and the General Manager's direction into clear plant, fleet, workshop, stores and fuel priorities.
• Maintains policies, procedures, approval controls, service standards and accountability for the Plant and Equipment function.
• Leads regular readiness, maintenance, cost and risk reviews with responsible managers.
• Provides objective technical advice and escalates material risks and decisions to the General Manager.

Asset Strategy and Fleet Planning

• Maintains a current fleet strategy covering required capacity, asset mix, ownership, hire, replacement, refurbishment, standardisation and disposal.
• Forecasts plant and vehicle demand with Operations and project teams against approved programmes, production targets and tender pipelines.
• Prepares documented business cases using utilisation, condition, reliability, life-cycle cost, residual value and operational risk.
• Submits major capital and disposal recommendations to the General Manager for final decision.

Availability, Utilisation and Deployment

• Allocates serviceable plant, vehicles and operators across projects and operating facilities in line with approved priorities.
• Maintains deployment schedules and daily visibility of location, status, availability, utilisation, hours, kilometres and idle time.
• Coordinates mobilisation, demobilisation and transfers with Operations, projects, Logistics and site teams.
• Escalates competing project demands or capacity gaps to the General Manager for prioritisation.

Preventive and Corrective Maintenance

• Establishes manufacturer-aligned preventive maintenance, inspection, lubrication and component- replacement schedules for every maintainable asset
• Plans labour, bays, tools, parts and downtime to maximise planned work and minimise emergency breakdowns.
• Controls defect reporting, diagnosis, work orders, quality checks, testing and return-to-service authorisation.
• Analyses repeat failures and ensures root causes and corrective actions are verified to closure.

Workshop Management

• Directs the Workshop Manager and ensures safe, orderly and productive workshop operations.
• Sets work priorities, repair standards, productivity targets and quality checks for Mechanics, Auto Electricians, Welders and specialist contractors.
• Ensures tools, lifting equipment, diagnostic devices, welding facilities and workshop infrastructure are inspected, calibrated where required and fit for purpose.
• Controls major repairs, rebuilds and outsourced work through defined scopes and acceptance criteria.

Fleet and Transport Management

• Directs the Fleet Supervisor in the safe scheduling and control of Drivers, Fleet Coordinators, light vehicles, trucks, buses and support vehicles.
• Maintains dispatch, journey, driver, licence, inspection, service, tyre, accident and recovery records.
• Monitors routing, idling, speeding, misuse, unauthorised journeys and transport efficiency.
• Ensures vehicles and drivers meet site, client, insurance and statutory requirements before deployment.

Plant Operations and Operator Competence

• Deploys Plant Operators only to equipment for which they are trained, assessed, authorised and medically fit as required.
• Maintains operator matrices, familiarisation records, daily checks, logbooks and refresher-training plans.
• Enforces correct start-up, operation, shut-down, parking, security and defect-reporting practices.
• Investigates misuse, abuse, avoidable damage and recurring operator-related failures and takes corrective action.

Fuel Management and Control

• Directs the Fuel Controller and maintains secure receipt, storage, issue, transfer, measurement and reconciliation of fuel and lubricants.
• Uses calibrated controls, authorised issue records, dip or meter readings and asset-level consumption analysis.
• Investigates abnormal consumption, losses, contamination, stock variance and suspected diversion promptly.
• Reports material discrepancies to the General Manager and Finance and ensures corrective action.

Stores, Spare Parts and Inventory

• Directs the Store Keeper and maintains controlled custody of spare parts, tyres, filters, lubricants, tools and plant consumables.
• Sets minimum and maximum stock levels using criticality, usage, lead time and equipment- standardisation data.
• Controls receipt inspection, binning, preservation, authorised issue, return, cycle counting and obsolete- stock review.
• Reconciles physical quantities to approved records with Finance and investigates variances.

Safety, Compliance and Technical Assurance

• Implements EHQS requirements for plant, transport, workshops, lifting, recovery, energy isolation, fire prevention, environmental protection and waste management.
• Ensures statutory inspections, roadworthiness, licences, insurance, certificates and permits remain current.
• Participates in incident investigations and implements technical corrective actions.
• Stops unsafe equipment operation and permits return to service only after verified rectification.

Cost Control and Commercial Performance

• Prepares and controls approved operating budgets for maintenance, fuel, tyres, parts, workshop, transport and hire.
• Tracks cost per operating hour or kilometre, downtime cost, labour productivity, fuel efficiency, stock value and external-repair spend.
• Validates plant-related work, receipt and technical performance before payment certification.
• Identifies savings that protect safety, reliability and asset life and reports variances with accountable actions.

Procurement, Suppliers and Hired Equipment

• Defines technical specifications, scopes, inspection criteria and service levels for equipment, parts, fuel, tyres, maintenance and rental requirements.
• Procurement owns sourcing and the commercial purchase process; this role owns technical evaluation, acceptance and supplier performance feedback.
• Inspects hired equipment and verifies operator, insurance, maintenance and statutory documentation before use.
• Monitors vendor quality, warranty recovery, turnaround and contract performance and recommends corrective action.

Asset Records, Insurance and Life-Cycle Decisions

• Maintains a complete asset register interface and technical files containing ownership, location, identity, condition, hours, kilometres, maintenance, inspection and repair history.
• Supports physical verification, insurance placement, claims, valuation and audit with accurate evidence.
• Controls asset transfers and provides technical input to impairment, refurbishment, sale, cannibalisation and disposal decisions.
• Ensures approved disposals are secure, documented and reconciled with Finance.

Performance Reporting and Continuous Improvement

• Produces a concise monthly dashboard covering availability, utilisation, downtime, maintenance compliance, cost, fuel, stores, safety and major risks
• Maintains reliable CMMS or fleet-system data and validates source records before reporting.
• Benchmarks equipment and workshop performance, standardises good practice and implements approved productivity and technology improvements.
• Tracks decisions and corrective actions to verified completion and reports directly to the General Manager.

Qualifications: 

Formal Education

• Bachelor's degree or HND in Mechanical Engineering, Automotive Engineering, Electrical Engineering, Plant Engineering, Industrial Engineering, Construction Plant Management or a related technical discipline.
• Relevant manufacturer, fleet-management, maintenance-planning, heavy-equipment or professional engineering certification is advantageous.
• Training in occupational safety, lifting equipment, fuel management or CMMS administration is desirable.

Work Experience

• Minimum 10 to 15 years of progressive plant, fleet, workshop or heavy-equipment experience, including at least five years in a senior multi-site management role.
• Demonstrated responsibility for construction plant, vehicles, workshops, maintenance planning, operators, drivers, stores, fuel and external service providers.
• Strong experience in roads, civil engineering, infrastructure, quarry, asphalt, concrete or comparable heavy-industry operations is highly desirable.
• Experience in Ghana or comparable West African operating environments is advantageous.

• Knowledge of preventive and predictive maintenance, reliability, tyres, fuel, lubrication, inventory control and warranty administration.
• Working knowledge of relevant Ghanaian transport, roadworthiness, insurance, statutory inspection, environmental and occupational-safety requirements.
• Understanding of construction production demands and plant cost recovery.
