The client is seeking a full-time Finance and Operations Officer to establish and manage the financial processes for an agriculture development program in Ghana. The role will coordinate with partner banks, finance teams, auditors and technology providers to deliver accurate reporting, strong fund controls and regulatory compliance.
The ideal candidate will have at least five years of experience in financial management, reporting and analysis, with the ability to build processes from the ground up and work independently across diverse stakeholders. Agriculture-finance or rural-development experience is preferred but not required.

Deliverables:
- Establish and operate the program's finance and reporting framework, covering partner-bank loan books, program funds, expenditure, risk and regulatory compliance.
- Develop standardized reporting templates and metrics, working with IT providers to embed key processes in the program technology platform.
- Manage the partner-bank reporting cycle, including analysis, issue resolution, bank engagement, periodic audits and consolidation of lending activity and performance metrics.
- Prepare financial reports for international stakeholders, manage the program account and maintain effective controls over program funds and operating expenditure.
Requirements:
Experience Required:
- At least five years of professional experience in financial management, reporting and analysis.
- Experience establishing or materially improving finance and reporting processes.
- Experience coordinating reporting across banks, finance teams, auditors, technology providers and senior stakeholders.
- Experience managing program finances, fund controls or multi-stakeholder reporting; agriculture-finance or rural-development exposure is preferred.
Technical Requirements
- Bachelor's degree in Finance, Accounting, Business Administration or a related field.
- Strong financial analysis, reporting, template-design and performance-metrics capability.
- Ability to manage program funds and expenditure with appropriate controls and reporting.
- Working knowledge of risk management, regulatory compliance and audit coordination.
- Proficiency in Microsoft Office and financial-reporting software, with the ability to support technology-platform integration.
Language Requirements
- Professional fluency in English is required.

Additional Information About Desired Profiles
The strongest profile is a hands-on program finance and operations professional who can build and own a bank-facing reporting and control function. Partner-bank, development-program, agriculture-finance, audit or reporting-platform experience is particularly relevant. Process-building capability should outweigh pure investment, bookkeeping-only or general operations experience.
