Senior Customs Digitalisation / Transit Systems Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support the digitalisation and interconnection of customs and transit systems across the ECOWAS region, including deployment of digital tools, interoperability mechanisms, and corridor monitoring systems to improve trade facilitation and regional transport efficiency.

NTU International is seeking a Senior Customs Digitalisation / Transit Systems Expert to support customs digitalisation, transit management systems, interoperability frameworks, and regional customs integration initiatives across West Africa.

Key Responsibilities

• Support the digitalisation and interconnection of customs and transit systems across ECOWAS Member States;
• Provide technical assistance on customs IT systems, transit management platforms, and interoperability frameworks;
• Support implementation and operationalisation of regional transit systems, including SIGMAT and related digital customs platforms;
• Advise on digital customs procedures, real-time data exchange systems, and corridor monitoring tools;
• Support development and deployment of digital solutions for customs assessment, payment systems, and border control processes;
• Facilitate interoperability between national customs systems and regional digital platforms;
• Contribute to the preparation of technical specifications, system assessments, operational guidelines, and digitalisation strategies;
• Coordinate with customs authorities, transport institutions, IT providers, and regional stakeholders;
• Deliver technical workshops, training sessions, and capacity-building activities related to customs digitalisation and transit systems;
• Contribute to monitoring, reporting, and analytical outputs related to digital customs systems and regional interoperability initiatives.

Education

• Master’s degree in information systems, customs administration, computer science, transport logistics, international trade, or another relevant field.

General Professional Experience

• Minimum 10 years of professional experience in customs digitalisation, transit systems, information systems, or trade facilitation;
• Proven experience working on customs, transport, or regional integration projects in developing countries, preferably in Sub-Saharan Africa;
• Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

• Minimum 7 years of experience in customs IT systems, digital transit systems, or customs interoperability initiatives;
• Demonstrated experience with SIGMAT, customs management systems, trade facilitation platforms, or regional digitalisation projects;
• Experience with digital border systems, electronic cargo tracking, or corridor monitoring systems is considered an advantage;
• Experience working with ECOWAS, UEMOA, AfCFTA, WCO, or other regional customs and trade facilitation frameworks is considered a strong asset;
• Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered an asset;
• Experience coordinating with customs administrations, ICT providers, or regional institutions is considered an advantage.

Languages

• English or French (C1 mandatory);
• Working knowledge of the other language is considered an asset.
