About WODAO
Women with Disability Development & Advocacy Organisation (WODAO) is a women-with-disabilities-led organisation committed to promoting the rights, dignity, leadership, economic empowerment, participation and social inclusion of women and girls with disabilities.
WODAO works with persons with disabilities, women’s rights organisations, civil society organisations, government institutions, communities and development partners to advance disability inclusion, gender equality, safeguarding, accessibility and meaningful participation.
About the Digital Futures Programme
WODAO is an implementing partner of the Digital Futures Programme in Ghana, with Sightsavers as the lead programme partner. Sightsavers and Mastercard Foundation have partnered to deliver the Digital Futures Programme, a bold initiative under the Foundation’s Young Africa Works strategy and Sightsavers’ mission to promote inclusive development.
The programme seeks to expand access to industry-relevant digital skills and employment opportunities for young people with disabilities, with a strong focus on young women with disabilities. The programme includes physical and virtual digital skills training, digital entrepreneurship, mentorship, employment pathways and engagement with employers and other stakeholders.
Purpose of the Position
The Project Officer – Community Engagement and Digital Inclusion will support WODAO in effectively implementing its responsibilities under the Digital Futures Programme.
The Officer will lead and coordinate community engagement, stakeholder outreach, mobilisation, youth participation and inclusive communication, ensuring that young people with disabilities, particularly girls and young women, are meaningfully reached, supported and able to participate in programme opportunities.
The position will have a primary field focus on the Volta and Oti Regions, while supporting selected WODAO programme activities and engagements in other parts of Ghana, as required. The Officer will also support WODAO’s engagement with Women’s Rights Organisations (WROs) and other relevant national stakeholders.
Key Responsibilities
1. Community Engagement and Mobilisation

Lead inclusive community outreach and mobilisation of young people with disabilities, particularly girls and young women.

Conduct stakeholder mapping and establish relationships with OPDs, women’s rights organisations, schools, youth groups, local authorities, community leaders and service providers.

Organise and support community dialogues, sensitisation activities, outreach events and feedback sessions.

Identify and address barriers preventing young people with disabilities from accessing digital skills, employment and entrepreneurship opportunities.
2. Disability Inclusion and Youth Participation

Ensure programme activities are accessible and inclusive of young people with different types of disabilities.

Promote meaningful participation of young people with disabilities as participants, peer leaders, advisors and contributors to programme learning.

Support reasonable accommodation and accessible communication during programme activities.

Identify barriers relating to transport, affordability, communication, assistive technology, digital devices, stigma and accessibility.
3. Gender Equality, Equity and Inclusion

Ensure deliberate attention to the participation of girls and young women with disabilities.

Identify gender, disability and intersectional barriers affecting participation and progression.

Engage families and communities to challenge stereotypes, overprotection and negative perceptions concerning women and girls with disabilities.

Support activities that promote confidence, leadership and pathways to digital employment and entrepreneurship.
4. Safeguarding and Safe Participation

Support the implementation of safeguarding measures across community and programme activities.

Identify and promptly escalate safeguarding concerns, including discrimination, harassment, exploitation, abuse and online risks.

Ensure participants understand available reporting and referral mechanisms.

Promote safe, respectful and inclusive spaces for young people with disabilities.
5. Stakeholder and Partnership Coordination

Maintain effective working relationships with community structures, OPDs, women’s rights organisations, government institutions, service providers, employers and other programme stakeholders.

Represent WODAO at relevant meetings, trainings, workshops and stakeholder engagements at regional and national levels.

Support coordination with other Digital Futures implementation partners, particularly where roles overlap, or activities are jointly implemented.
6. Monitoring, Learning and Reporting

Collect community feedback and document participation, barriers, emerging needs and lessons learned.

Maintain accurate records of community engagements, participants, stakeholders and referrals.

Contribute to project reports, case studies, success stories and learning documentation.

Provide timely updates to the Executive Director and project team on implementation progress, risks and emerging opportunities.
Qualifications and Experience
Essential

Bachelor’s degree in Social Sciences, Development Studies, Education, Disability Studies, Public Health, Community Development, Gender Studies or a related field.

At least 3–5 years’ relevant experience in community engagement, development programming, disability inclusion, youth empowerment, gender equality or related areas.

Experience working with persons with disabilities and/or other marginalised groups.

Demonstrated experience in community mobilisation, facilitation and stakeholder engagement.

Understanding of gender equality, disability inclusion, safeguarding and intersectional barriers.

Strong communication, interpersonal and organisational skills.

Willingness and ability to travel regularly, including to locations outside the primary duty station.
Desirable

Experience in digital inclusion, digital literacy, digital skills, youth employment or entrepreneurship.

Experience working with OPDs, women’s rights organisations or other civil society organisations.

Knowledge of accessible communication and reasonable accommodation.

Experience in safeguarding and working with young people.

Familiarity with disability rights and gender equality frameworks.
