Job summary

This is a full-time position designed to provide leadership to the prevention program and provide technical support in the implementation of quality HIV prevention services through cutting edge interventions among AHF-Ghana supported sites and CBO/NGO partners. The holder will also lead advocacy interventions and conduct basic research for an effective public health response to HIV prevention. The role will also entail managerial/operational responsibilities aimed at facilitating successful implementation prevention and advocacy activities.

Job descriptions & requirements

Key Responsibilities:

Leadership and management roles

  • Provide overall leadership for HIV prevention programming, including development and oversight of short-, medium-, and long-term plans aligned with AHF Ghana’s strategy, funding cycles, and national HIV priorities.
  • Lead human resource management for prevention programs, including staffing, supervision, mentorship, performance management, staff communication, and conflict resolution in line with organizational policies.
  • Coordinate and integrate prevention activities across departments, sites, and partners to ensure timely, efficient implementation, experience sharing, and linkage of beneficiaries to complementary services.
  • Oversee prevention program operations and logistics, ensuring uninterrupted availability of commodities through effective forecasting, procurement, inventory management, warehousing, transportation, and use of national and alternative supply chains.
  • Lead monitoring of program performance in collaboration with M&E teams, ensuring routine performance reviews, corrective actions, and timely, accurate reporting.
  • Provide financial leadership through budget development, compliance with financial guidelines, timely fund disbursement, and accurate financial accountability by staff, sites, and partners.


Stakeholder Engagement and Partnerships

  • Represent AHF in government and partner forums, including engagement with the Ministry of Health, Ghana AIDS Commission, Technical Working Groups, Implementing Partners, CBOs, and NGOs.
  • Lead identification, assessment, contracting, and capacity building of strategic CBO/NGO partners, ensuring compliance with MoUs, quality standards, and effective utilization of resources.


Technical Oversight – HIV Prevention Services

  • Ensure delivery of high-quality HIV Testing Services (HTS), including facility-based testing (PITC), targeted community testing for key and priority populations, and comprehensive index/partner testing.
  • Oversee linkage of newly diagnosed clients to care and treatment, and in conjunction with care and treatment teams, support retention through tracing of clients who miss appointments or are lost to follow-up.
  • Lead condom education, promotion, and distribution, including collaboration with the Ghana FDA and national condom working groups.
  • Guide development and implementation of combination prevention interventions for young people, ensuring meaningful youth participation and strong partnerships.
  • Lead demand creation and prevention messaging, including development of HIV, STI, and teenage pregnancy prevention communication and collaboration with marketing teams.


Quality Assurance, Learning, and Research

  • Ensure routine supportive supervision, adherence to national and AHF guidelines, and implementation of internal and external quality assurance systems.
  • Identify and address training and capacity-building needs of AHF staff, government counterparts, and partners.
  • Promote learning and evidence generation through documentation, conference abstracts, and basic/operational research to support data-driven decision-making and program improvement.


Advocacy:

  •  Support planning, budgeting, and implementation of advocacy, policy, marketing, and youth advocacy initiatives in collaboration with the CPM and Regional Policy & Advocacy Manager.
  • Coordinate press conferences, media events, and strategic media engagements to strengthen media relations.
  • Support implementation of national and international advocacy days and participate in advocacy coordination meetings as approved.
  • Promote effective HIV prevention by identifying policy gaps, generating evidence for change, and collaborating with civil society to expand access to prevention services.


Other Duties:.

  • Other duties may be assigned by the Country Program Manager depending on programmatic needs.
  • Supervisory Responsibilities: Functionally supervises the Prevention Program Coordinators, Linkage & Retention Officers.


Qualifications, Education, and Experience:

  •  Master’s degree in public health, social sciences, counseling, development studies, community development or related courses with at least 5 years’ relevant experience or a Bachelor’s degree in a health-related course or public health, social sciences, development studies, counseling, community development with at least 10 years’ experience in similar position out of which six years must be in a leadership and management position at a country level. Demonstrable experience in project planning & management, particularly for HIV/sexual and reproductive health programs, will be an added advantage.
  • Outstanding working knowledge of change management principles and performance management process.

  • Excellent written and verbal communication and public relations skills.
  • High level of conceptual, strategic thinking and analysis.
  • Good organizational, research, negotiation, and analytical capabilities.
  • Ability to identify, obtain and analyze information from a variety of sources.
  • Highly conversant with civil society and social movement approaches on issues of HIV/AIDS economic justice.
  • Good skills in computer literacy (Word, Excel, Power Point, Internet etc.).
  • Applicant must be legally resident in Ghana.
  • Certificates, Licenses, and Registrations: People who are health professionals must be registered and be in good standing with the relevant national health professionals’ council.
