Responsibilities

Monitoring, Evaluation and Research

Supports rollout of program monitoring and evaluation systems across project sites. Oversees accurate and timely collection, entry, and quality assurance of project data at facility and community levels Maintains and updates project databases to ensure data integrity and availability for evidence-based programming Assists in reviewing and updating Mand E tools to improve program effectiveness. Documents best practices, success stories, and lessons learned for program improvement Coordinates data collection activities at health facilities and community sites as directed Works with district health offices to implement updated HMIS reporting tools and DQA guidelines, strengthening SI reporting through national systems Assists in coordinating site readiness assessments and baseline data collection for research activities Supports implementation of approved research protocols under guidance from senior technical staff Ensures accurate data collection and entry for research studies using electronic tools (. REDCap/ODK) Contributes to preparation of site-level inputs for research reports and assists in compiling data for analysis. Monitors adherence to ethical standards and approved protocols during field activities Provides logistical and administrative support for research-related meetings, trainings, and data reviews

Data Quality Assurance

Facilitate systems for routine Data Quality Assessment (DQA) and support conducting of the same to validate the routine and periodic programme data and participate in the joint supportive supervisory visits and provide onsite coaching Facilitate joint quarterly MER review workshops (including data review) Conduct monthly data validations according to MER protocols Conduct Data quality checks by carrying out data cleaning to ensure all program databases are clean before being submitted to the Digital Health advisor

 Database management

Serves as a technical resource on Mand E for technical team to ensure collection and use of high-quality data on indicators from the facilities (and communities) to improve programing and strengthen MOH and project information system. Facilitates periodic data reviews to track and compare accomplishments against targets; and recommend implementation adjustment as needed.

 Capacity Building

Assists in planning and implementing Mand E capacity-building initiatives, including mentorship and coaching. Facilitates training for facility-based healthcare providers and data entry clerks on accurate data recording, reporting, and data use. Strengthens project team capacity to effectively apply Monitoring, Evaluation, and Learning (MEL) tools for data-driven decision-making and program management. Conducts supportive supervision and Data Quality Assurance (DQA) visits across supported sites and partners to promote accurate, complete, and timely reporting.

 Report and Publication

Analyze data for weekly, monthly, and quarterly progress reports and contribute to other required technical reports for MNCH programs. Support planned and ad-hoc data analysis for conference abstracts and other technical documentation. Prepare and submit timely, high-quality monthly, quarterly, semi-annual, and annual program progress reports to donors and the Ministry of Health. Perform any other program-related tasks assigned by the supervisor to facilitate achievement of deliverables

Required Qualifications

Supports implementation of approved research protocols under guidance from senior technical staff Ensures accurate data collection and entry for research studies using electronic tools (. REDCap/ODK) Contributes to preparation of site-level inputs for research reports and assists in compiling data for analysis. Monitors adherence to ethical standards and approved Holder of a bachelor’s degree in Public Health, Epidemiology, Statistics, Health Informatics, Demography, Biostatistics, Social Sciences, or a related health discipline. Minimum 3–5 years of relevant experience in Monitoring, Evaluation, and Learning (MEL) implementation, preferably in MNH programming. Proven success in designing and conducting quantitative and qualitative studies. Experience supervising field teams and ensuring compliance with protocols. Experience working with local/international NGOs Proficiency in DHIS2 and IT-enabled data collection tools (., REDCap, ODK, tablets, mobile devices) Strong computer skills: MS Word, Excel, PowerPoint, Outlook; statistical packages such as SPSS, STATA, or EPI Info Good knowledge of statistics and epidemiology Strong organizational, time management, and communication skills (verbal and written). Ability to work effectively with interdisciplinary teams with minimal supervision. Demonstrated ability to build and maintain effective relationships with district and health facility staff. Certification in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro, or will be within 60 days of hire Innovative, assertive, and detail-oriented with a positive attitude. Sensitivity to working with multi-cultural groups, especially in rural areas. Fluency in written and spoken English Willingness to travel extensively
