The M&E Officer will provide monitoring and evaluation support to the AHF Ghana Program. The role supports the design, implementation, monitoring, and learning activities of the country program through high-quality data collection, analysis, timely reporting, and use of information to strengthen HIV/STI prevention, care, and treatment services in line with AHF and national guidelines. The position supports program data management systems, ensures data quality to promote evidence-based decision-making, and works closely with prevention and clinical teams to enhance program performance and accountability.

Job descriptions & requirements

Key Responsibilities:

  • Support the AHF Ghana Program to engage key partners at national, regional, and district levels to ensure M&E activities are aligned with program objectives and national reporting frameworks.
  • Maintain effective working relationships with prevention, clinical, advocacy and data teams to ensure M&E remains a priority within the country program.
  • Coordinate the collection, collation, validation, analysis, and timely reporting of key program data and indicators across all supported sites.
  • Conduct routine data quality assessments and implement corrective actions to ensure accuracy, completeness, and consistency of reported data.
  • Ensure design, improvement and standardization of data collection tools, reporting templates, and methodologies across supported sites required for program implementation.
  • Analyze program data using statistical software and lead quarterly and annual performance review meetings to assess progress and inform decision-making.
  • Provide data-driven insights to the quality improvement team and recommend appropriate interventions for underperforming sites.
  • Contribute to target setting, performance forecasting, and annual work planning processes in collaboration with the program and data teams.
  • Participate in the development and review of M&E guidelines, tools, indicators, and standard operating procedures through Country and Regional M&E technical working groups.
  • Participate in monthly Bureau M&E meetings, country management meetings and meetingswith partners and stakeholders where M&E representation is required.
  • Collaborate with the Training Lead to design and facilitate M&E capacity-building initiatives for program and site-level staff.
  • Perform any other duties as assigned by the Country Program Manager.


Supervisory Responsibilities

  •  Directly supervises Data Officers, Data Assistants or Data Clerks based in the various health facilities based on the Country organizational structure.


Qualifications, Education, and Experience:

  • Bachelor’s degree in Monitoring and Evaluation/Biostatistics/Health Records and Information/ Public Health Informatics or equivalent.
  • At least five years of experience in monitoring and evaluation in an HIV/AIDS Non- governmental Organization, managing program data and information,
  • Strong data analysis skills in excel, Stata or SPSS, knowledge and experience working with Electronic Medical Records (EMRs) will be an added advantage.
  • Experience in working in teams and building capacity in resource-limited settings will be an added advantage


Other requirements

  • Ability to work independently while providing effective technical M&E support and collaborating with multidisciplinary teams.
  • Strong communication, interpersonal, and organizational skills with the ability to prioritize tasks and meet deadlines.
  • Proactive, flexible, and able to perform effectively in fastpaced environments.
  • Proficiency in information technology for data management, reporting, documentation, and administrative tasks.
  • High level of integrity, professionalism, and sensitivity to HIV/AIDS issues, with a strong commitment to patient confidentiality.
  • Willingness and ability to travel up to 40% of the time
  • Applicant must be legally resident in Ghana.
  • Computer/Software Skills & Abilities: To perform this job successfully, an individual should have knowledge of contact management systems, database software, spreadsheets, and word processing systems.
  • Reasoning Ability: Ability to define problems, collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
