Job Summary
ICF's Disaster Management (DM) Division is growing and we are seeking a Senior Community Recovery and Mitigation Specialist who will support projects and strategic initiatives nation-wide related to COVID-19 recovery, natural disaster recovery, and hazard mitigation. The Disaster Management Division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and long-term housing, economic and infrastructure recovery after disaster strikes

Job Description/Requirements
Responsibilities:
- Support ICF’s disaster management division, specifically projects and initiatives related to COVID-19 recovery, natural disaster recovery and hazard mitigation.
- Provide policy and program management guidance to clients related to federal and state disaster assistance.
- Assist with business development activities, including supporting special initiatives, market research, and proposal development.
- Develop written products and tools for policies, program design and implementation, including the development of standard operating procedures (SOPs).
- Project/task delivery in collaboration with colleagues, clients, and stakeholders.
- CDBG-DR and CDBG-MIT
- Support development of Action Plans for CDBG-DR and CDBG-MIT
- Support development of policies, procedures, and workflows for program implementation
- Support capacity building and training for CDBG-DR and CDBG-MIT grantees and subrecipients
- Support development of tools and procedures to assist clients with meeting their compliance and monitoring requirements
- Support clients with cross-cutting federal regulations such as Section 3, Davis Bacon, Environmental Review, etc.
- Support clients with increasing resiliency and incorporating mitigation into their recovery projects
Basic Qualification:
- Bachelor’s degree
- 5+ years’ experience with management or oversight of HUD grants
- 8+ years professional experience
Preferred Skills/Experience:
- Bachelor’s degree in Planning, Public Policy, Business, Environment or similar field

- Strong writing and data analytical skills
- Ability to formulate creative and strategically oriented approaches and solutions, demonstrated success in project execution and maintaining client relationships.
- Ability to manage complex tasks, meet tight deadlines, and deliver quality work products.
- Strong written and verbal communication skills, critical thinking skills, and integrity, and ethics.
- Proficiency with Microsoft Office (Word, Excel, Outlook, and PowerPoint) and Adobe Suite
