Transport And Infrastructure Expert (cat. Ii)

NTU International A/S is leading a consortium for the implementation of the EU funded project called: Technical Assistance to Mobilise Stakeholders around Global Gateway Priorities in Nigeria and is searching for experts to support the core team during the implementation of this project.

The primary objective of this contract is to support the effective mobilisation of stakeholders (Member States, development financial institutions, public and private sectors) around the Global Gateway priorities in Nigeria, including, but not limited to, digital economy, transport and health as well as cross cutting thematic such as innovative financing, business climate and governance, through structured engagement and strategic intelligence gathering.

Project Duration: The indicative start date is 03/03/2025 and the period of implementation of the contract will be 729 Day(s) from this date (indicative end date: 02/03/2027).

Location: Abuja, Nigeria.

Transport and Infrastructure expert (Cat. II):

☝️ Qualifications and skills:

• Advanced degree in transport engineering, civil engineering, urban planning, public policy, or a related field.
• Strong analytical abilities in assessing transport infrastructure, investment opportunities, and regulatory environments.
• Familiarity with EU policies on sustainable infrastructure development and financing mechanisms is essential.
• Excellent communication skills to engage a range ofstakeholders effectively.
• The ability to build strong professional networks within Nigeria and the EU.
• Ability to manage complex, multi-stakeholder projects, with proven skills in planning, coordinating, and executing strategic roadmaps and engagement activities.
• Proficiency in English is required.

☝️ General professional experience:

• Minimum of 6 years of experience in transport infrastructure, investment advisory, or public-sector consultancy focused on infrastructure development, preferably with experience in emerging markets or in an African context.
• Experience working within or alongside EU programs or international development agencies, especially in advisory roles relating to policy and investment.
• Demonstrated experience in organizing high-level stakeholder engagement, public-private partnerships, and intergovernmental cooperation events.

☝️ Specific professional experience:

• Proven experience in identifying and assessing investment opportunities within transport infrastructure, including roads, railways, and ports.
• Expertise in analyzing economic, regulatory, and technical aspects of transport infrastructure, with a track record of identifying barriers to entry and proposing mitigations.
• Experience in developing strategic roadmaps for transport and infrastructure projects, detailing actionable steps for public and private sector involvement.
• Direct experience in facilitating missions, dialogues, and policy alignments between Nigerian and European entities, with a deep understanding of crossborder regulatory requirements and trade policies
