Location: Accra, Ghana, with frequent travel to regions and implementing facilities (note that Project HOPE will not be covering relocation expenses)

Background on Ghana IHP:

The purpose of the Government -funded Ghana Integrated Health Partnership (IHP) activity to contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality RMNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.

Position Summary

The Senior Technical Advisor – HIV & Global Health Security (GHS) will provide high-level strategic, technical, and programmatic leadership to advance integrated HIV and health security interventions under the Integrated Health Partnership (IHP). The role will drive the design, implementation, and scale-up of evidence-based interventions that strengthen prevention, detection, and response systems while improving HIV service delivery outcomes.

The Advisor will ensure effective integration of HIV services within maternal, newborn, child, and adolescent health (MNCAH), nutrition, malaria, and health security platforms. The position will also support Ghana’s efforts toward epidemic control, elimination of mother-to-child transmission (EMTCT), and compliance with global health security frameworks, including the International Health Regulations (IHR 2005) and the National Action Plan for Health Security (NAPHS). Working closely with the Ministry of Health (MOH), Ghana Health Service (National Aids Control Programme, Reproductive and Child Health Department of the Family Health Division, the Health Promotion Division, Policy Planning Monitoring and Evaluation Division), Teaching hospitals, CHAG Health facilities, and other stakeholders, the Advisor will ensure data-driven, sustainable, and high-impact programming aligned with national priorities and donor expectations.

Key Responsibilities

Strategic & Technical Leadership

Provide overall technical leadership for HIV and Global Health Security programming across IHP-supported regions and facilities.

Guide strategic planning, priority setting, and program design aligned with national policies, PEPFAR targets, NAPHS, and IHR (2005).

Advise senior project leadership on emerging HIV trends, outbreak risks, and health system priorities.

Lead integration of HIV, MNCAH, nutrition, malaria, and GHS interventions to maximize health outcomes and efficiency.

Program Strengthening

Provide oversight for HIV prevention, testing, treatment, and care interventions. Support scale-up of: Early Infant Diagnosis (EID) Elimination of Mother-to-Child Transmission (EMTCT) Pediatric and HIV services Viral load optimization and suppression strategies Differentiated Service Delivery (DSD) models Strengthen HIV case finding, linkage to care, retention, and continuity of treatment. Support integration of HIV services into ANC, postnatal care, and child health platforms.

Global Health Security & Surveillance

Lead technical support for: Integrated Disease Surveillance and Response (IDSR) Infection Prevention and Control (IPC) Disease Outbreak preparedness and response systems Strengthen district and facility-level surveillance, reporting, verification, and response mechanisms. Support outbreak investigations, risk assessments, and emergency response activities.

Quality Improvement & Health Systems Strengthening

Lead Continuous Quality Improvement (CQI) initiatives across HIV and Global Health Security program areas. Strengthen facility-level quality improvement systems through mentorship, coaching, and supportive supervision. Support high-volume health facilities and teaching hospitals to address service delivery bottlenecks. Institutionalize IPC, outbreak preparedness, and HIV quality standards within routine care.

Data, Monitoring & Analytics

Provide strategic oversight for monitoring, evaluation, and learning across HIV and GHS portfolios. Strengthen data systems including DHIMS2, surveillance platforms, and program dashboards. Lead data reviews, deep-dive analyses, and use of data for adaptive management. Support hotspot mapping, risk profiling, and forecasting of disease outbreaks and HIV burden. Ensure data quality, harmonization, and alignment with national reporting systems.

Stakeholder Engagement & Coordination

Serve as a senior technical liaison with Ministry of Health, Ghana Health Service (Family Health Division, Public Health Division, Health Promotion Division, Policy Planning, Monitoring and Evaluation Division) CHAG, Teaching hospitals, and partners. Represent the Integrated Health Partnership Activity (IHP) in national technical working groups, coordination platforms, and review meetings. Strengthen multi-sectoral collaboration, including One Health stakeholders. Support high-level engagements on epidemic control, EMTCT validation, and health security priorities.

Capacity Building & Mentorship

Design and oversee capacity-building strategies for national, regional, district, and facility teams. Support training, mentorship, and cascade learning approaches across HIV and Global Health Security areas. Develop technical tools, SOPs, job aids, and digital learning resources. Strengthen local capacity for supervision, data use, and emergency preparedness.

Knowledge Management & Reporting

Lead documentation of best practices, innovations, and lessons learned. Contribute to donor reporting, technical briefs, and strategic documents. Support dissemination of findings through presentations, publications, and conferences. Collaborate with global and regional teams to share learning and scale innovations.

Other Duties

Perform other tasks as assigned by the Chief of Party or Technical Director.

Required Qualifications

Education

Master’s degree in public health, Epidemiology, Global Health, or a related field.

Experience

Minimum of 10+ years of progressive experience in HIV programming, global health security, or integrated health systems strengthening. Demonstrated experience with donor-funded programs (, PEPFAR, USG, Global Fund). Proven experience working with MOH, GHS (NACP or other related Public Health programmes), or similar public national institutions. Strong experience in: EID, EMTCT, pediatric/adolescent HIV Viral load optimization and DSD models Disease surveillance, outbreak response, and IPC Experience integrating HIV with MNCAH and health systems strengthening programs. Experience supporting national strategies, assessments, or disease elimination frameworks.
