How can you make a difference?

The main purpose of the assignment is to strengthen evidence generation work on the delivery of teacher training and overall teacher preparedness in the context of the Differentiated Learning (DL) Initiative and other education projects. The Differentiated Learning (DL) programme is a pedagogical approach that seeks to give remediation to students in Ghanaian primary schools (B2 to B6) by tailoring instruction to learner’s current level. The programme utilizes targeted instruction, play-based and Universal Design for Learning (UDL) principles, with the focus on improving foundational literacy and numeracy skills to bridge learning gaps among students.

The evidence generation work will include implementation monitoring, data analysis and dissemination of findings. The assignment will include conducting mixed-method data collection/analysis and strengthening system’s evidence generation capacity in liaison with central and decentralized government structures. The results of the evidence generation work will contribute to refining the delivery of teacher training and ongoing teacher support to strengthen uptake of effective teaching practices aligned with DL and other education projects. This will in turn contribute to the effective scaling up of these initiatives, which is already underway for the DL approach.

Education

An initial assignment will concern three (03) new districts implementing the DL Programme (Ayensuano, Assin South, and Asunafo North), but the consultant may also be deployed in additional education projects having teacher training and teacher support components, based on needs and capacity gaps. The selected consultant will be home-based, with regular travel to the designated project areas. Triggering changes in instruction requires carefully designing and delivering teacher training. Ensuring initial training is delivered as effectively as possible, with adequate facilitators, content, activities and materials is crucial to effecting these changes in teaching with other deliverables as follows:

  • Evidence generation plan for tracking teacher preparedness co-developed alongside government and UNICEF counterparts; technical input on teacher training manual and activities provided to facilitators. Including:
  • Key data collection instruments and protocols for monitoring teacher training effectiveness and delivery of DL classes co-designed/adapted in conjunction with governmental counterparts
  • Clean quantitative dataset and one report on lessons learnt on effectiveness of the DL teacher training across the 4 districts produced
  • Two capacity strengthening engagements organized to reinforce evidence generation on teacher preparedness in DL districts
  • 1st field report on capacity strengthening and data collection established (after the 1st joint field mission with government and UNICEF counterparts to 3 districts completed, covering capacity strengthening, piloting and data collection)
  • Mid-term brief on preliminary evidence produced, incorporating input from government and UNICEF counterparts, and Mid-term feedback session with all relevant counterparts organized.
  • 2nd field report on capacity strengthening and data collection established (2nd joint field mission with government and UNICEF counterparts to 3 districts completed, covering capacity strengthening, piloting and data collection)
  • Verification and cleaning of data on teaching practices in DL classes performed and relative clean dataset produced
  • Develop adraft research report on evidence findings and lessons learnt on DL teacher preparedness, incorporating feedback from UNICEF and government counterparts.
  • Final Report shared (Workshop organized to disseminate and validate results with government and UNICEF counterparts, and schools + additional dissemination activities performed, including participation in online and in-person events/conferences and) development of policy notes).

To qualify as an advocate for every child you will have…

  • A bachelor's degree in education, statistics, social sciences, international development, or related field.
  • With a minimum of two [2] years professional experience in education research, statistics, social sciences, international development, in education research, with previous experience in Ghana an asset.
  • Experience in quantitative and mixed-methods research.
  • Proficiency in data cleaning, data quality assurance, and analysis including through statistical packages such as Stata/R.
  • Experience in using digitized data collection tools such as Kobo ToolBox.
  • Demonstrated skills in managing field data collection in education programmes.
  • Strong verbal communication/teamwork skills and demonstrated ability to work well as part of a geographically dispersed team.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
