BACKGROUND ON Ghana IHP:
The purpose of the USAID-funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.
POSITION SUMMARY:
Project HOPE seeks a Finance and Grant Manager to oversee the accounting and financial management of the Ghana IHP activity and ensure the project is delivered with minimized compliance risk. The Finance and Grant Manager will provide support related to finance, audits, trainings, budgeting, and grants and contracts. They will guide teams, support project management, and manage sub-awards to ensure staff have a thorough understanding of the terms and conditions of the IHP award. The Finance and Grant Manager will provide award compliance guidance and support with a desire to reinforce excellent award compliance and programmatic delivery of the IHP activity. They will oversee the Finance Officer and Accountant in the Accra office.
PRINCIPAL RESPONSIBILITIES:
Accounting and Finance:
Oversee the accounting of the field offices to certify expenses are allowable, reasonable, and allocable to the project. Facilitate trainings and support finance staff in finance management, accounting, taxes, audits, and other areas to ensure accounting is accurate and in compliance with local regulations. Coordinate the financial and accounting aspects of the startup, implementation, and closeout of the IHP project. Recognize the revenue, deferred revenue, unbilled receivables, and accounts receivable. Coordinate timely monthly and annual accounting closeouts. Review and approve periodic reconciliation of books in the field and NetSuite. Provide all required financial and accounting reports to donors and headquarters. Consolidate the financial statements of field offices with headquarters. Update and track the annual operating budgets of the Central and field offices. Ensure teams have sufficient working capital and financial resources for smooth operation. Conduct reviews of variances, as requested. Review sub-partners budgets to confirm cost accuracy and their justifications. Assist with the establishment of field offices including registrations, legal status review, tax implications, cost structures, and personnel hiring. Conduct periodic country office desk reviews and assist the selected CPA firm in their reviews. Assess finance staff capacity and make recommendations on training needs, organizational structure, and staffing changes.Grants and Compliance:
Review prime and sub-awards issued to and by Project HOPE Ghana. Serve as a subject matter expert, providing guidance and building capacity of staff on award management to ensure compliance with donor and Project HOPE requirements. Enhance and maintain the grant management system and subrecipient processes. Develop and update training modules, tools, templates, and guidelines to reinforce donor requirements, improve knowledge of grants and contracts, reflect best practices, build the capacity of Project HOPE and partner staff, and support the sustainability of the project. Review RFPs, RFAs, and Teaming Agreements for new business opportunities and provide support as it related to pre-award compliance questions, as necessary. Upon receipt of a new award, modification, or sub-agreement, review terms and conditions and advise on negotiation strategies with the donor or subrecipient prior to signature to ensure terms that are most favorable to Project HOPE, mitigating potential risk. Lead day-to-day grant and contract administration, proactively reinforcing prime and sub-award compliance requirements throughout the project period. Organize grant launch meetings with project staff and present an Award Compliance Matrix. Collaborate with project staff to standardize and manage project closeout processes. Participate in regular program and finance meetings to stay updated on project activities and address grant-related issues. Assist project staff in evaluating sub-partners capacities and risks.Fulfill other duties and responsibilities as may be reasonably assigned by the Finance and Operations Director.
MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:
BA/BS in Accounting, Business, Contracts, Economics, Finance, or related field required. Master's degree preferred. Minimum of 5 years’ experience in financial accounting, federal and/or private grants, contracts management, and/or a related field. Experience with non-profit or government preferred. Direct experience performing and reviewing fund and account balance reconciliations, and preparing and reviewing ledger entries, adjustments, and accruals. Thorough knowledge of Super Circular/Uniform Guidance and Ghana Government equivalents. Understanding of and experience with federal financial compliance, contracting, and auditing requirements as detailed in OMB Circulars Strong understanding of all aspects of the prime award and sub-agreement management lifecycle, different sub-agreement contracting mechanisms, and the applicability of various donor/client flow-down requirements. Familiarity with USAID a plus. Demonstrated ability to use large scale automated accounting systems. Knowledge of QuickBooks and NetSuite is a plus. Experience preparing materials and staff for external audits and anticipating and mitigating potential audit findings. Experience creating or modifying accounting or reporting procedures and policies to ensure proper financial control and data integrity. Demonstrated expertise with researching, interpreting, and applying US Government regulations. Knowledge of FAR/AIDAR, OMB Uniform Guidance, Standard Provisions, and other donor rules and regulations regarding the implementation of federal awards preferred. Experience working with contract regulations and related laws required. Proficiency in drafting contractual documents including solicitations and awards. Experience in preparing and/or reviewing financial statements, including variance analysis. Experience managing and supervising staff preferred. Ability to explain financial and grant activities to people with little financial acumen. Demonstrated analytical and problem-solving skills. Ability to work well under pressure, organize and set priorities, meet deadlines, and handle multiple tasks simultaneously. Experience in training, coordinating, and facilitating in-person and virtual trainings.
