Job Summary

The Finance & Admin Manager is responsible for the day-to-day financial operations and systems ensuring effective reporting and control of; compliance, audits, expenditure, investments and assets, for the operations of the above mentioned companies. They will report to and work closely with the Executive Director. Must be able to adapt to a continually evolving environment and thrive in a deadline-oriented workplace, always performing to the highest standard. They will be responsible for directly managing the finance team in Freetown and coordinating the finance work in other locations.

Job Description/Requirements

Responsibilities:

1. Finance

Review and authorization of the following areas:

o Payments – Review and authorize payments ensuring accuracy and appropriate approvals.

o Month End - Review of journal entries and reconciliation of balance sheet accounts.

o Payroll – Review of supporting documentation for the monthly payroll, ensuring compliance with relevant local regulatory and taxation authorities.

o Review and analyze reports.

o Work closely to assist in building financial capacity and highlight areas for closer monitoring by management. Preparation or review of budgets as appropriate.

 Budgets - Coordinate the development and monitoring of budgets and financial forecasting including Board reporting as directed.

 Cash flows – Timely preparation of cash flows forecasts to ensure the availability of funds as required.

 Finance System – Lead the ongoing development and updating of the finance system and reporting tools ensuring it successfully meets all company needs. Work with the Executive Director on the integration of the finance system with the ERP application.

 Reporting

o Communication of timely and accurate information to relevant stakeholders.

o Coordinate the preparation of monthly, quarterly, six-monthly, and annual financial reporting.

o Coordinate the preparation and communication of Management Accounts and Annual Financial Statements.

o Analyse and provide commentary for financial/management reports.

 Controls & Procedures – Develop and maintain the policies and procedures for use. Ensure maintenance of appropriate internal controls and financial procedures.


2. Compliance - Monitoring compliance with all relevant financial regulations

 Coordinate annual audits.

 Assist in monitoring and ensuring compliance with internal and external financial management and regulatory requirements.

 Ensure financial compliance with all relevant regulations.

 Review and filing of statutory returns as required, including NASSIT, PAYE, Income Tax, and those required by the government.

 Remain up to date on accounting best practices, policies and procedures and all relevant legislations.


3. Management of various team members

 Manage accounting and administrative staff.

 Share knowledge and where relevant coach other team members.

 Assist with the recruitment, retention, development and performance management of finance and admin staff.


4. Office Management

 Develop, improve and document administrative procedures;

 Prepare the bi-annual Board Meeting, convene and take minutes;

 Handle contacts and office contracts;

 Prepare and proofread internal documents.


5. Human Resource Management

 Support the Managing Director in relation to recruitment processes and human resources matters;

 Develop and manage human resources procedures in line with the national legal framework.

 Supervise and attest payroll processing.



Qualifications And Experience

 Degree in Accounting

 5 years + post qualification experience

 Experience managing a team

 Experience in financial reporting, budgeting, cash flow modeling, audit, tax and statutory compliance obligations.

 Experience in office administration and procedures

 Excellent interpersonal and communication skills

 Exceptional attention to detail with ability to work with data, and compile, review and understand spreadsheets

 Advanced Excel skills

 Sound knowledge of accounting software, preferably Microsoft Access or similar ER
