Job Summary
TechnoServe is seeking a consultant (individual or team) to conduct a Gender and Youth Lessons Learnt Report for the Harnessing Agriculture Productivity and Prosperity for Youth (HAPPY) program in Ghana. This consultancy is essential for refining strategies, sustaining gains, and providing a roadmap for continued engagement with young women.

Job Description/Requirements
Scope of Work:
The core objective is to analyze how the program's Gender and Youth inclusion strategies have performed in enabling dignified jobs for young women.
Key deliverables include:
- An Inception Report (or detailed SOW) detailing the revised methodology, questionnaires, and implementation plan within 5 days of commencement.
- A deck with preliminary findings.
- A Draft Report of findings, conclusions, and recommendations by the 20th day of the assignment.
- The Final Lessons Learnt Report with a detailed action plan for incorporating recommendations across program activities.
- A PowerPoint presentation and a 1-hour presentation to the HAPPY team, Mastercard Foundation, and other stakeholders.
The total estimated timeline for all deliverables is 30 days, with an expected end date of October 31, 2025. The research will take place in all HAPPY implementing locations across Ghana.
Required Skills & Experience:
A competitive bid will demonstrate:
- At least a Master's degree in Gender and Development, Agriculture, or a related field.
- 8-10 years of practical experience in conducting market assessments, stakeholder consultations, data analysis, and project design in the development sector.
- Proven expertise in gender and social inclusion, and gender-focused analysis.
- A minimum of five (5) years of experience in areas such as youth engagement, gender, private sector development, finance, agriculture, or agribusiness.
- Excellent writing and editing skills.
- Must be based in Ghana with demonstrated experience in the agriculture and youth development sector in Ghana.
- Fluency in English and relevant local languages.
Submission Details:
- Due Date for Responses: October 20, 2025.
- Anticipated Start Date: October 27, 2025.
- Submission Format: A Word document (maximum 10 pages, 11-point Times New Roman font).
Proposals must include:
- One-page cover letter.
- Description of recommended methodology and approach.
- Detailed work plan with milestones.
- CV(s) and a summary of experience, especially in relation to poultry, rice, soy, and tomato value chains.
- List of two professional references.
- List of the two most recent relevant assignments.
- Detailed budget (TechnoServe bears validation meeting organization cost, consultant bears participation cost). Prices must be stated in GHS.
- Three referees and evidence of Gender research work.
- Evaluation Criteria (Max Points): Proposed methodology and work plan (35), Experience and past performance (25), Price (25), and Clarity of the proposal (15).
