Job Description

The Governance sector is one of three focal areas of Germany’s development cooperation portfolio in Ghana. In the sector, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been commissioned to implement the Good Financial Governance Programme (GFG) and the Support for Decentralisation Reforms Programme (SfDR) which aim to strengthen Ghana’s public financial management system as key for moving Ghana beyond Aid. 

The SfDR programme is jointly implemented by the Ministry of Local Government and Rural Development (MLGRD) and GIZ. The current SfDR programme phase (April 2016 – March 2019) is supported by the German Government, USAID and GAC. The programme’s objective is to improve the mobilization, management and data-based planning of finance to implement the Agenda 2030 in 60 selected MMDAs


Job Title: Technical Advisors on Internally Generated Funds (IGF)


Job Location: Accra, Greater Accra


Job Description

  • Professional advice to programme partners (MLGRD, RCCs, MMDAs) and cooperation with key stakeholders
  • Coordination of Street Naming and Property Addressing (SNPA) activities in partner MMDAs and processing of resultant data for the dLRev revenue management software
  • Developing strategies and technical concepts, including guidelines, manuals and procedures
  • Preparation and implementation of workshops, seminars, trainings and other events
  • Identification of partners, building networks, steering external consultants
  • Innovation, knowledge management and communication with diverse stakeholders
  • Monitoring of and reporting on progress and achievements


Tasks

  • Support the introduction of new IT solutions (dLRev revenue management software) in MMDAs as well as orientation and facilitation of training for MMDA staff
  • Advise on strategic and innovative approaches to boost SNPA activities in partner MMDAs and harmonize data with other systems for planning and development
  • Quality management and technical advice on spatial data generated by MMDAs with GIS tools and software (Map Maker, QGIS)
  • Quality management of business and property data collection in partner MMDAs
  • Advise and facilitate process of harmonizing Fee Fixing Resolutions, consult with national and local stakeholders (e.g. FDU, MLGRD, GIFMIS Secretariat etc.)
  • Advise on mode of payment in revenue collection in MMDAs, e.g. explore automated means of payment (mobile banking etc.) in order to reduce cash flow
  • Design and provide training for revenue collectors, e.g. define standards and benchmarks
  • Advise on enforcement mechanisms in revenue delinquencies
  • Initiate and support organisational and administrative engineering of accountability structures, supervision and monitoring mechanisms in MMDAs, e.g. advise on establishing and using a monitoring system to track revenue collectors’ performance
  • Design and facilitate implementation of rate payer sensitization and education campaigns at district level; support and facilitate consultations on IGF with local communities (citizens and NGOs, CBOs and other local stakeholders)
  • Advise on amendments according to Ghanaian legislation on institutional and administrative measures and procedures for revenue mobilization and management


Qualification and Requirements

  • A minimum of M.Sc./B.Sc. in Planning, Development Planning, Public Finance, Public Sector Management, Local Government Administration or related discipline
  • At least 5 years professional experience with at least 2 years professional experience in a similar position working on related topics of revenue
  • Relevant experience acquired through experience in working with MMDAs
  • Knowledge and understanding of public finances and fiscal decentralization
  • Knowledge of related Ghanaian legislation including the Decentralization Framework
  • Practical experience in GIS tools and software (e.g. Map Maker, QGIS, ArcGIS)
  • Practical knowledge of ICT technologies (related financial software, data base and data management systems)
  • Fluent written and oral mastery of the English language
  • Proven analytical, organizational, problem solving and change management skills
  • Excellent communication skills to establish and maintain effective working relationships within a diverse stakeholder landscape
  • Highly developed client orientation, ability to exercise significant discretion and sensitivity
  • The position will require frequent travels, mostly within the country
