Job Description

  • Supporting the implementation of E4D programs and in particular those related to TVETand skills development to achieve the programme’s objectives and indicators
  • Developing and implementing strategic approaches to demand-driven CBT programmes
  •  Result-oriented implementation and monitoring of program activities related to TVET and skills development in particular and other program related activities
  • Establishing a network of both private and public sector stakeholders in TVET and skills development and actively involve them in program activities
  • Assuring a gender-sensitive design and implementation of E4D activities
  • Assuring sound implementation of innovation and knowledge management within assigned areas of responsibilities
  •  Supporting E4D public relations, communications and media work aimed at promoting the visibility of the programme and its stakeholders
  •  Support reporting and documentation to various financiers and
  • Contributing to the program monitoring system
  • facilitating administrative and logistical procedures for program activities in coordination with technical advisors and GIZ finance and administration team
  • Support in managing knowledge to facilitate effective and efficient information use in the program Ensuring compliance with regulations for data, document management and shared calendars
  •  Supporting TL in stakeholder and relationship management with external partners
  • Supporting the TL in acquisitions in line with E4D Country Strategy
  • Performing other tasks as may be required


Tasks


Advising the partner institution(s)

  • Assists and monitors the development and implementation of E4D program plans and its activities in close consultation with counterparts, and respective project managers and advisors
  • Carries out project activities and other activities required for the successful implementation of the program
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with E4D interventions in the field of TVET and skills development
  •  Identifies and implements capacity development measures in collaboration with Council for Technical and Vocational Education and Training(COTVET), National Vocational Training Institute (NVTI) and other TVET and skills development stakeholders and implementation of CBT programmes
  • Assists private sector stakeholders along the skill value chain in their organisational development through associations and cooperation
  • Provides technical assistance to further develop TVET and skills development policies incl. national TVET financing following a multi-stakeholder approach
  • Ensures the development of demand-oriented CBT programmes for E4D TVET interventions in collaboration with relevant TVET sector stakeholders
  • Integrates gender mainstreaming into E4D-TVET activities as well as image development processes and promotes gender equality in TVET
  • Identifies and documents demand and opportunities for external support and assists national and international advisors in carrying out their work in Ghana upon request
  • Identifies and promotes development partnerships with the private sector within the TVET and skills development sector

 

Networking and Cooperation

  •  Cooperates with relevant associations, umbrella organisations, and individual private sector actors within the programme environment
  • Cooperates with other TVET and skills development projects to improve and maintain good working relationships and coordination
  • proactively supports the networking of TVET stakeholders and support exchange of private sector representatives and national TVET institutions
  • Assists with PR work and external communication
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme
  • Co-operates with and ensures regular contacts, dialogues with partners in order to enhance and maintain good working relationships
  • Organises and follows-up on meetings with partners b. Knowledge management
  • Compiles, reviews and organises information and documents on the implementation of program activities
  • Ensures knowledge transfer to project/programme information
  • Develops ready-to-use strategies and technical concepts, including policies, guidelines, manuals and procedures as part of E4D operational plan
  • Draws up reports and presentation documents
  • Prepares appropriate input for various E4D reports including annual reports, and contributes to other reports required
  • Supports the programme’s monitoring and evaluation activities.
  • Establishes and regularly updates a database on information, data and figures based on component and reporting needs
  •  Ensures component documentation on the server’s filing systems, in Data Management System (DMS) and shared calendars are up to date and well-organised
  • Supports preparation of reports and presentation materials for external and internal use
  • Contributes to public relation materials and fact sheets with regard to the project

 

Management and Coordination Tasks

  •  Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  •  Coordinates relevant project activities at local, regional and esp. national level in consultation with the manager and in cooperation with partners, especially concerning the development of demand-oriented TVET and skills development programmes
  • Coordinates with other GIZ programmes and actively seeks their input and participation
  • Event and participants‘ management: reserves venues, makes travel arrangements, travel costs reimbursement, participant registration, logistical issues of activities
  •  Compiles relevant information for collaborative activities and missions, also with other GIZ programmes

 

General Duties

  • Familiarity with GIZ corporate identity, planning, implementation and reporting procedures
  •  Represents the interests of GIZ and always acts on its behalf
  • Performs other duties and tasks at the request of management, also if these are not explicitly stated in the job description

 

Qualification and Requirements

  • A minimum of MA in Education or a Masters/MSc in subjects or competencies related to TVET
  • At least 5 years of professional experience in the TVET and skills development sector
  • At least 5 years experience in project management Other knowledge, additional competences ▪ very good working knowledge of ICT technologies and applications (MS Office software, email, internet, phone)Excellent knowledge of Ghana’s TVET sector
  • At least basic knowledge and a strong interest in the topics of skills development, youth employment and capacity building
  • Strong interpersonal skills with ability to work in a multicultural environment.
  •  Motivated team player with an organized, independent, systematic, proactive, detailand goal-oriented work approach
  •  Ability to quickly grasp complex issues
  • Proven professional experiences in training in the TVET and skills development sector
  •  Fluent written and oral knowledge of the English language; German is a useful asset
  •  Willingness to travel frequently within and beyond Ghana
  • Strong interpersonal skills, work experience in an intercultural environment is an asset
  • Strong managerial, organisational and social competence
  •  Capacity development experience, especially organizational and facilitating development
  •  Very strong communication skills and ability to engage stakeholders and facilitate networking
  • Willingness to update skills as required by the tasks to be performed – corresponding measures are agreed with management
