Job Description

The project "Market entry in renewable energy and energy efficiency for the productive sector in Ghana" provides training, advisory and other support services to strengthen the capacity of key market actors so that private-sector companies can increasingly satisfy their energy needs from renewable energy (RE) or reduce them through energy efficiency solutions. The strategic focus of the project is, on the one hand, on overcoming

market entry barriers, which so far discourage the use of RE and energy efficiency by Ghana's private-sector electricity consumers. On the other hand, public utility companies must be prepared for the change in the electricity sector, which is primarily caused by self-generation of electricity from RE by their customers. In addition, the project will help to improve the preconditions for demand-oriented training and further education of required professionals in the sector. The project works in four fields of action: (1) market development and regulation for RE / energy efficiency solutions, (2) investment preparation for major electricity consumers, (3) business strategies for public electricity utilities and (4) demand-oriented vocational qualification. This position assumes responsibility in action areas 1 and 2 for market development and investment preparation and is based at the Energy Service Center as part of action area 1.

Job Description

  • Activities by the Energy Service Center to improve capacities of large private-sector consumers for their planning of renewable energy (RE) and energy efficiency (EE) investment measures that is part of the project objectives, as well as part of team agreements and agreements with the superior, including results-based monitoring
  • Innovation and knowledge management at the Energy Service Center


Tasks


Advising the partner institutions

  • Assists and monitors the development and implementation of project plans and activities related to the area of responsibility in close consultation with team leader and counterparts at the GIZ RE Office
  • Supports the establishment of a RE/EE Energy Service Center at the Association of Ghana Industries (AGI) and Energy Commission which will serve as ‘honest broker’ between RE/EE service providers and potential clients 
  • Promotes innovative financing concepts (contracting/ESCO models, leasing, crowd funding) for RE/EE – for both public and private sector
  • Arranges and provides (partial) transaction advisory support (financial, technical, legal) to projects, e.g. identified by competition or call for proposals


Networking and cooperation

  • Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with relevant organisations/associations, non-governmental agencies and individuals in the project environment and with other projects
  • Provides linkages between project developers, end-users and financiers


Knowledge management

  • Ensures knowledge transfer of project information, in particular ensuring transfer of knowledge from work
  • undertaken by consultants to the partner institutions
  • Draws up reports and presentation documents
  • Prepares appropriate input for various project reports including annual reports, and contributes to other reports required by the team leader and GIZ RE Office
  • Assists with research activities and studies on renewable and energy efficiency market development and regulation in Ghana


Coordination tasks

  • Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Coordinates relevant project activities at country level in consultation with the team leader and in cooperation with the partners, both as regards implementation and preparing organisational aspects
  • Compiles the relevant information for joint activities and assignments


Qualification and Requirements

  • Minimum of masters/MSc in an area that is related to the project objectives (energy, renewable energy, environmental management, economics, international development cooperation, electrical or electronic or mechanical engineering, project/market development)
  • Experience in a technical capacity in the energy sector is an asset with a view to the technical nature of the area of advisory services
  • At least 3 years of professional experience in a comparable position
  • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Fluent in English language in the spoken and written form. A working knowledge of German is an asset
  • Strong interpersonal skills. Work experience in an intercultural environment is an asset
  • Willingness to update skill as required by the tasks to be performed – corresponding measures are agreed with management
