Job Description

The E-Waste Programme aims to improve the conditions for sustainable management and disposal of electronic waste (e-waste) in Ghana. The programme for technical cooperation is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by "Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH" in partnership with the Ghana Ministry of Environment, Science, Technology and Innovation (MESTI)


Job Title: Technical Advisor on Informal Sector Processes Transformation


Job Location: Accra, Greater Accra


Job Description

  • Update and carrying out the assessment of mapped out processes at the Old Fadama scrap yard concerning environmental impact, health risk and economic efficiency
  • Engineering planning, design and operations to improve e-waste management processes at the Old Fadama scrap yard
  • Develop guidelines, manuals and a model for the maintenance of infrastructure in-use by the GIZ Ewaste programme in Old Fadama, e.g. the health post and training workshop, a football pitch and the related drainage system among others
  • Maintenance of systems and infrastructure necessary for the smooth running of the Old Fadama scrap yard
  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Innovation and knowledge management
  • Networking and securing compiled results regarding the above listed issues



Processes improvement

  • Elaborates engineering strategies to improve the mapped-out processes at the Old Fadama Scrap Yard
  •  Designs engineering solutions to current e-waste management challenges at the Old Fadama scrap yard
  • Supports construction projects by studying project concept, architectural drawings, and models
  • Supports engineering design by collecting and studying reports, maps, drawings, tests on soil composition and related topographical and geologic data
  • Analyse engineering design relating to environmental impact assessments of planed activities


Networking and cooperation

  • Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organizations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme
  • Provides networking and promotes the exchange of ideas within and between the different stakeholder groups
  • Ensures construction projects comply with national and international legal requirements relating to permitting


Knowledge management

  • Collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures.
  • Provides engineering information by answering questions and requests
  • Draws up reports and presentation documents
  • Deals with the design, maintenance and the equipping of the training workshop at Old Fadama
  •  Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office


Coordination tasks

  • Coordinates project activities related to the planning, implementation and operation of the health post and training workshop planned in Old Fadama (design, infrastructure services, procurement construction, operation)
  • Confirm adherence to construction specifications and safety standards by monitoring project progress; inspecting construction site; verifying calculations and placements
  • Assists and monitors the development and implementation of project plans and activities in close consultation with the other consultants and advisors
  • Handles order management on behalf of GIZ relating to offer preparation, project progress review and reporting
  • Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives
  • Supports in managing contracted experts in providing adequate consultancy services



Qualification and Requirements

  • A minimum of a MSc in Civil Engineering, MPHIL Environmental Sanitation and Waste Management or any other related areas
  • At least 5 years’ professional experience in a comparable position
  • Must be familiar with waste systems improvement ideally with e-waste
  • Good team player with excellent interpersonal skills
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Excellent written and oral knowledge of English and (ideally) working knowledge of German
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  •  Willingness to frequently work at and with people on informal scrapyards
  • Ideally experience in working in an international organization, company or international work or study experience
