Job Description

Since April 2018, the “Deutsche Gesellschaft fuer Internationale Entwicklung (GIZ) GmbH” implements the project „Strengthening the cooperation between Technical Universities and local businesses in Ghana“, supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal State of North Rhine-Westphalia (NRW). This action is part of the “Federal Government – States – Pilotprogramme: New formats of cooperation in development cooperation.”

Contributing to the objective to strengthen sustainable regional development in the Northern region, this project aims to strengthen the cooperation between the academic sector and local businesses in order to improve the matching between higher education and the needs of local employers. In the concrete case of the Technical University of Tamale, the project will support the Technical University to develop a strategy for enhanced cooperation with local businesses through a cooperation with a German University of Applied Science (Fachhochschule Gelsenkrichen). The project will then support the implementation of concrete measures based on the developed strategy, such as the organisation of regular business-roundtables, job-fairs or internship programmes. The project will work in close cooperation with the Ghana Skills Development Initiative (GSDI) under the Programme for Sustainable Economic Development (PSED) and will contribute to the objectives and indicators of PSED. GSDI is a component of PSED supporting Technical Vocational Education and Training (TVET) in Ghana in accordance with Ghana’s Competency-Based Training (CBT) reform.

GSDI started in January 2012 and its current phase (04/2016-09/2019) is co-financed by the European Union (EU) and the Swiss State Secretariat for Economic Affairs (SECO). It is being implemented by GIZ in close cooperation with the Council for Technical and Vocational Education and Training (COTVET) and other public and private stakeholders. GSDI pursues the objective that young job seekers, apprentices, workers and owners of micro, small and medium enterprises (MSMEs) in selective trades are increasingly trained demand-oriented. It promotes collaborative training models that combine workplace-based training and school-based training modules at selected TVET training institutions. One of the six supported project regions is the Northern Region with a regional GSDI team located in Tamale implementing the activities. The Technical Advisor will work closely with the Technical University Tamale, acting as point of contact for the University staff, the involved GIZ programmes and offices in Accra and Düsseldorf and implementation partners. Job Title: Technical Advisor

Job Location: Tamale, Northern Region

Job Description

  • Implementing daily operational aspects of all issues related to the project
  • Acting as main point of contact for staff of the Technical University Tamale in view to all project related matters
  • Advising academic and administrative staff during the development of the cooperation strategy in close cooperation with the University of Applied Science in Gelsenkirchen
  • Supporting the planning and implementation of activities and events to be held at the Technical University of Tamale and its partners
  • Logistical arrangements and preparation of missions conducted by international experts
  • Maintaining of a good flow of communication and information between all involved institutions and counterparts and with GIZ Country Office Accra, PSED and the GIZ Country Office in Duesseldorf

Management and coordination

  • Coordinates the activities of the project together with implementing partners especially from Tamale Technical University and the private sector
  • Coordinates with project management in Düsseldorf and the PSED team in Ghana to harmonize planning and implementation of activities in Tamale
  • Coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components
  • Responsible for approving and controlling expenses for project activities in Tamale in coordination with the country office North Rhine-Westphalia and in accordance with the prevailing provisions
  • Participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts

Communication and networking

  • Develops and maintains contact with all relevant stakeholders
  • Provides technical assistance to project partners (TU Tamale and WH Gelsenkirchen)
  • Liaises with the GIZ-team of the project on Sustainable Economic Development as well as the GIZ country office
  • Ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between project-partners and external stakeholders
  • Monitors the progress of the project implementation at the TU

Technical advice to partner institutions

  • Assists and monitors the development and implementation of project plans and its activities in close consultation with counterparts and respective project managers
  • Identifies and implements capacity development measures and other activities for the Tamale Technical University and business stakeholders with regard to the establishment of cooperation between those stakeholders and in close coordination with project management in Germany and PSED’s technical advisors in the Northern Region and suggests necessary changes, improvements and initiatives
  • Assists private sector stakeholder especially in Tamale in their involvement in TVET and in cooperating with the Tamale Technical University in particular

Other duties/additional tasks

  • Assists the projects with all organisational and management issues
  • Assists in preparing, implementing and documenting events, workshops, forums, team meetings and other project activities
  • Assists in developing a monitoring scheme that facilitates the communication of the project results on the political level

Qualification and Requirements

  • Minimum of university degree in an area that is related to the project objectives, such as economics, political science or communication with a focus on economic development (equivalent to BA or MBA)
  • Working experience within the academic environment, business associations or comparable
  • Experiences with dialogue and networking processes
  • Professional experiences in advisory services, facilitation and capacity development measures
  • Experience in project management, ideally in the area of development cooperation
  • Professional experience
  • At least 5 years professional experience in a comparable position

Other knowledge, additional competences

  • Strong managerial and organisational skills
  • High social, intercultural and communication competence
  • Very good knowledge of English and a local language esp. Dagbani; ideally some knowledge of German
  • Capacity development experience
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and
  • computer applications (e.g. MS Office)
