Job Description

The project "Market entry in renewable energy and energy efficiency for the productive sector in Ghana" provides training, advisory and other support services to strengthen the capacity of key market actors so that private-sector companies can increasingly satisfy their energy needs from renewable energy (RE) or reduce them through energy efficiency solutions. The strategic focus of the project is, on the one hand, on overcoming

market entry barriers, which so far discourage the use of RE and energy efficiency by Ghana's private-sector electricity consumers. On the other hand, public utility companies must be prepared for the change in the electricity sector, which is primarily caused by self-generation of electricity from RE by their customers. In addition, the project will help to improve the preconditions for demand-oriented training and further education of required professionals in the sector. The project works in four fields of action: (1) market development and regulation for RE / energy efficiency solutions, (2) investment preparation for major electricity consumers, (3) business strategies for public electricity utilities and (4) demand-oriented vocational qualification. This position assumes responsibility in action area 3 for RE/EE business strategies for utilities.

Job Location: Accra, Greater Accra

Job Description

  • Managing the area of utility business strategy development and capacity building for renewable energy (RE) - in particular distributed generation - and energy efficiency (EE) that is part of the project objectives, as well as part of team agreements and agreements with the superior, including results- based monitoring
  • Assisting project initiatives, e.g. training on distributed RE generation and energy efficiency for utilities, workshops and individual meetings, to provide professional advisory services to and cooperate with the relevant sector stakeholders, in particular the Energy Commission, the Ministry of Power, the Public Utilities Regulatory Commission, the Electricity Company of Ghana (ECG), Northern Electricity Distribution Company (NEDCo), Volta River Authority (VRA) and the Bui Power Authority


Advising the partner institutions

  • Assists and monitors the development and implementation of project plans and activities related to the area of responsibility in close consultation with team leader and counterparts
  • Organizes organizational development support through advisory services, market technical studies, study and exposure tours
  • Supports the building of capacity at utilities, in particular ECG and NEDCo, for the development and implementation of a RE/EE business strategy
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project’s area of activity (legal, regulatory, financial and technical), in particular with regard to market development of distributed generation and energy efficiency solutions and how utilities could minimize any possible negative impacts whilst maximizing positive impacts

Networking and cooperation

  • Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with relevant organisations, non-governmental agencies and individuals in the project environment and with other projects, in particular the Renewable Energy Project Development Programme (PDP) and the Capacity for Successful Implementation of the RE Act (C-SIREA) or its successor to improve and maintain good working relationships
  • Provides linkages between project developers, end-users and financiers

Knowledge management

  • Ensures knowledge transfer of project information, in particular ensuring transfer of knowledge from work undertaken by consultants to the partner institutions
  • Draws up reports and presentation documents
  • Assists with research activities and studies on renewable and energy efficiency market development and regulation in Ghana

Coordination tasks

  • Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Handles procurement management on behalf of GIZ as relevant to area of responsibility (e.g. preparing local and international consulting contracts, project proposal preparation, impact monitoring, project progress review, reporting)

Qualification and Requirements

  • Minimum of masters/MSc in an area that is related to the project objectives (power engineering, renewable energy, economics, regulatory/legal affairs, project/market development)
  • Experience in a technical capacity in the power sector is an asset with a view to the technical nature of the area of advisory services
  • At least 5 years of professional experience in a comparable position
  • Experience of working in the private sector for several years is a strong asset
  • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Fluent in English language in the spoken and written form. A working knowledge of German is an asset
  • Strong interpersonal skills. Work experience in an intercultural environment is an asset
  • Willingness to update skill as required by the tasks to be performed – corresponding measures are agreed with management
