Job Summary

Support the Project Manager and GIZ staff in head office (Eschborn) in making the project components a success by ensuring the sound and cooperative implementation of the given tasks He/she will be implementing activities, in close co-ordination and cooperation with the Ghanaian project staff and project partners His/her task will be to establish and maintain a good working relationship with the political counterparts at the Environmental Protection Agency (EPA), Ministry of Environment, Science, Technology and Innovation (MESTI), the Energy Commission, the Council for Technical and Vocational Education and Training (COTVET) and Multilateral Implementing Agencies (UN Environment, UNIDO, UNDP) as well as national and local training institutes involved in the training of refrigeration technicians He/She will furthermore carry out specific tasks in connection with knowledge management for the project

Job Description

As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. Financed by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) under its International Climate Initiative (IKI) and the German Federal Ministry for Economic Cooperation and Development (BMZ), the Government of Ghana and the German Development Cooperation Deutsche

Gesellschaft fuer Internationale Zusammenarbeit (GIZ) are jointly implementing different project components in the refrigeration, air conditioning and foam (RAC&F) sector in Ghana.


The RAC sector project components aim to

  • Raise international awareness of the significant mitigation potential associated with ozone- and climate- friendly cooling technologies.
  • Support the Government of Ghana to formulate and implement mitigation strategies in the RAC&F sector and thereby advancing Ghana’s Nationally Determined Contribution (NDC) under the United Nations Framework Convention on Climate Change (UNFCCC)
  • Improve framework conditions to encourage the use of energy-efficient RAC equipment and natural refrigerants and blowing agents
  • Support the implementation of a training, certification and registration scheme for RAC technicians in Ghana on the safe and efficient handling of natural refrigerants for the installation, operation, maintenance, servicing and repair
  • Support the Government of Ghana in developing an integrated approach for the management and destruction of Ozone Depleting Substances found in waste cooling equipment and the implementation of a recycling technology transfer


Specific emphasis is put on the engagement of private sector. All project components will strengthen the capacities of the private sector in planning and design, implementation, and operation of sustainable and environmentally-friendly cooling systems and recycling solutions for old appliances. Pilot projects will verify the relevance and sustainability of the green cooling approach and emphasize the role that the private sector can play

Job Description


Tasks

Implementation of project activities

  • Coordinate all project activities in Ghana in consultation with the Project Manager, the project staff in the
  • Ghana office and the head office (Eschborn)
  • Integration of green cooling (ozone and climate protection with focus on natural refrigerants with low-GWP and energy-efficient applications) into national development planning in Ghana at various scales
  • Establishment of a national RAC Qualification, Certification and Registration (QCR) scheme for technicians and capacity building
  • Support the further development and implementation of the Ghanaian RAC sector NDC; including a system for the Monitoring, Reporting and Verification (MRV) of mitigation measures
  • Implementation, monitoring and reporting of a green AC demonstration project
  • Implementation of awareness-raising activities with regard to green cooling and recycling of cooling appliances (e-waste) and sustainable management of ODS in cooperation with the private sector
  • Coordination and regular exchange with other development partners (KfW, UNDP, UN Environment, etc.) working in the fields of e-waste management, energy efficiency, cooling and climate mitigation to exploit synergies


Quality Assurance and Continuous Improvement

  • Ensure that the GIZ project components in Ghana are delivered with the expected level of quality by monitoring external verifiers and project developers in alignment with quality frameworks and key performance indicators (KPIs)
  • Steer and coordinate local consultants in the implementation of project-related tasks
  • Identify and document lessons learned from green cooling technologies as well as QCR scheme implementation and opportunities for improvement
  • Interact with the public and private partners in Ghana to ensure that technical assistance measures are completed
  • Support in the identification of areas for continuous improvement


Scheduling

  • Ensure the timely delivery of the project components by making regular follow-ups with project partners
  • Update of project schedules
  • Advise on the project plans by reviewing timelines and schedule changes and recommending actions
  • Maintaining project schedule by monitoring on-site project progress; coordinating activities and resolving problems


Dissemination and reporting

  • Represent the organization in workshops and seminars as will be agreed with management


Coordination and monitoring

  • Support projects technical monitoring and update information on projects progress, document and report regularly on the status of results;
  • Assist in recording and documenting the results of all activities
  • Support planning, coordinating and documenting meetings, workshops, seminars and other project activities


Knowledge management

  • Facilitate knowledge management within the project components and beyond by providing inputs to learning exchanges/ platforms with other GIZ energy, climate, finance, E-Waste and Technical Vocational Education and Training (TVET) projects in Ghana as well as in other GIZ partner countries as well as project partners and private sector
  • Development of fact sheets and other material to share experiences and lessons learnt of the projects
  • Undertake any other additional duties at the request of the Project Manager


Qualification and Requirements

  • Minimum of a university degree at bachelor's level (or equivalent) in a subject or discipline relevant to this assignment
  • Excellent communication skills, both written and oral


General professional experience

  • Preferably 10, but at least 8 years full-time, proven experience in project implementation of projects with relevant sector stakeholders


Specific professional experience

  • Preferably 10, but a minimum 8 years full-time proven post-graduate experience working as an expert in Ghana or abroad in the field of environmental and climate policy development, assessment and/or advice
  • Preferably working experience under the Montreal Protocol or the UNFCCC
  • Knowledge and working experience concerning energy efficiency (e.g. in the building sector) is an asset
  • Knowledge and working experience in the finance sector is an asset
  • Knowledge and working experience in sustainable e-waste management is an asset
  • Knowledge and proven cooperation with other (UN) implementing agencies is an asset
  • Good knowledge of and past work relationships with relevant Ghana stakeholders (e.g. MESTI, EPA, Energy Commission, COTVET) and target groups is an asset
