Job Description

The Market Oriented Agriculture Programme (MOAP) is implemented, on behalf of the Federal German Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU) in the South and Upper West and parts of Northern region. The MOAP Upper-West and Northern operations are mainly supporting the value chains on Mango, groundnuts, cashew, rice sorghum, soya and vegetables. To strengthen the competencies of producers and enterprises to adapt to market conditions and evaluate the profitability of different production methods and product designs.

MOAP focuses on a business-oriented approach applying the value chain development approach. MOAP advises on the improvement of planning and consultation processes for improved participation of communities and stakeholders in agricultural development at district and regional level, develops methods and tools for planning, monitoring and maintenance of agricultural infrastructure with the effective participation of the users and supports investments into infrastructure on a pilot basis. The operations in Upper West and, especially for Output B is to strengthen decentralised structures for agricultural development. MOAP supports training personnel of its partners at decentralised level in a demand-driven agricultural extension as well as in planning, monitoring and steering of agricultural development measures. MOAP works to strengthen the district departments of agriculture to provide extension services in Good Agriculture Practice and regulatory services. MOAP supports the regional department of Plant Protection Regulatory Service Directorate (PPRSD) to effectively carry out the have crucial regulatory function in ensuring quality production i.e. seed inspection, inspection of input shops, as well as import and export of plants and plant products.

Job Location: Wa, Upper-West Region

Job Description

  • Managing the decentralisation / capacity-building component in accordance with the project goal and respective outcome indicators
  • Liaising strongly with the other programme components and the overall MOAP team in Upper West and Northern Region, respective GoG as well as private-sector partners and respective GIZ programmes e.g. REACH
  • Providing professional guidance and advise to the respective colleagues and partners
  • Supervising and management of MOAP staff as well as international and national short-term experts
  • Promoting visibility and effective coordination of programme interventions in accordance with EU standards


Management responsibilities

Staff issues

  • Development of Operational Plans and respective work-plans
  • Supervises and supports M&E of all work-packages in the component
  • Manages all international and national experts assigned to the specific output
  • Manages staff in accordance with GIZ principles and guidelines as well as selection of new personnel
  • Manages staff members who report to her/him and, especially Band 3-4; carries out annual staff assessments, Jour Fixe with relevant staff


  • Responsible for planning (e.g. in according capacity works modules) and implementing of component B in close cooperation with other MOAP Outputs / Components as well as relevant GIZ REACH components
  • Develops and refines strategies to achieve the component objectives
  • Ensures close cooperation with relevant operations of other donors such as MAG (CAN intervention) or GIZ SfDR and REACH
  • Coordinates with respective partners in organizational processes
  • Monitors the respective financial budget
  • Ensures M&E of respective milestones and indicators of component B in accordance with Operational
  • Plan and MOAP M&E team, including joint planning and implementation of all M&E measures
  • Supports the development of respective ICT modules according to the EU standards Visibility
  • Ensures visibility of EU MOAP interventions in close cooperation with REACH and other relevant GIZ programmes and development partners in the region (e.g. planning and implementing high-level workshops, conferences, fairs, newsletter)
  • Interacts with respective social media

Advisory / Guidance on organisational development of respective institutions

  • Assists and monitors the development and implementation of programme plans and activities in close consultation with counterparts
  • Support Regional and District Departments of Agriculture in the selected Regions in the execution of developed operational plans in cooperation with the district assemblies under decentralized conditionsconsulting, creation of district development plans, formulation and submission of
  • applications, etc.)
  • Support to enhance the skills of GIDA staff and Department of Agriculture for consultative participatory project identification, planning, implementation, monitoring and evaluation.
  • Coordinate training measures for the public extension agents based on demand driven needs.
  • Initiate and accompany linkages between public extension agents and private clients for the provision of demand driven tailor made extension service
  • Support capacity building to district assembly to manage the community participation process in infrastructure management
  • Support to planning of agricultural infrastructure by the District Assemblies and advising on the issues of community participation
  • Support GIDA in the formation and capacitation of Water User Associations (WUA)
  • Support the Regional and District Departments of Agriculture and PPRSD in planning and carrying out regulatory inspections on seed quality, quarantine, pesticides and fertilizer
  • Support the set up and current work of mobile “Plant Clinics” together with PPRSD

Networking and cooperation

  • Ensures cooperation and close coordination with respective GIZ programmes SfDR and REACH
  • Ensures close cooperation with various relevant stakeholders
  • Contribute to coordination and information sharing with relevant District Assemblies, other programs and working groups
  • Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships

Knowledge management

  • Documents and shares all relevant facts and figures for monitoring purposes, case and success stories as well as lessons learnt
  • Ensures knowledge transfer to programme information
  • Supports the development of ready-to-use strategies and technical concepts, including production guidelines, flyers, manuals etc
  • Prepares appropriate input for various programme reports including annual reports, and contributes to the other reports required by the programme manager
  • The advisor performs other duties and tasks at the request of management

Qualification and Requirements

  • Minimum of Masters/MSc or doctorate in Organisational development, Development management or in an area that is related to the programme objectives, with a focus on a relevant field
  • At least 8-10 years’ professional experience in a comparable position
  • Strong organizational and management skills; a proven track record in a managerial position
  • Good understanding of GIZ and EU processes and standards
  • Good knowledge of GIZ procedures and values
  • Very good understanding of Local Government Structures in Ghana and the current decentralisation process
  • Experience with working in multicultural environment, with good interpersonal relationship and negotiation skills
  • Experience in agricultural value chain development, human capacity and organizational development in rural areas
  • Very good knowledge/understanding in current practices of Value Chain Approaches and Climate Smart Agriculture
  • Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with private companies and government personnel
  • Experience with results based monitoring
  • Good working knowledge of the Upper-West and Northern Region

Other knowledge, additional competences

  • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet.,) and computer applications (e.g. MS Office)
  • Very good communication skills
  • Strong quantitative and analytical skills
  • Ability to manage your own time and responsibilities independently
  • Strong managerial and organisational competence
  • Willingness to travel frequently within UW and Northern Region
  • Fluent written and oral knowledge of English and of a local language widely used in UW Region
  • Basic Knowledge (reading) of the German language is a prerequisite

Time and Duration of Assignment

  • 01.04.2019 to 31.12.2019 (current MOAP programme phase is ending in 2019) – with a high possibility of an extension of up to 3 years (2020 – 2022)
