Job Summary

Assists in the implementation of the project Health, Safety and Environment(HSE) management system on the onshore WORKSITE he/she is assigned Controls and monitors the work activities with the aim of preventing accidents Provides first line safety coverage for operational / construction activities Assists and advises the Construction Manager in all matters pertaining to the health and safety of the personnel, the safeguarding of the equipment and the preservation of the environment. He/she will report to the project HSE Advisor / Manager any deviation to procedures, rules and policies

Job Title: Project HSE Advisor (Contract)

Job Location: Takoradi, Western Region

Job Description

  • Ensures all operational / construction activities on the WORKSITE and subcontracted scope of work are carried out in a safe manner and in adherence to the Company's HSE Policies, Statutory Regulations and Guidelines
  • Ensures that Project HSES documentation and WORKSITE Project HSES Plan is implemented, understood and followed by WORKSITE personnel
  • Advises on HSE legislation where required, and acts to achieve compliance with contractual requirements, group and regional policies
  • Takes initiative and gives input to improvements of the HSE procedures and guidelines in general, WORKSITE and Africa in particular
  • Assists the Project HSE Advisor / Manager in the preparation of site specific HSE related documents
  • Assists WORKSITE in delivering HSE training if required 
  • Co-ordinates the HSE inductions and trainings required, including Malaria induction where applicable for Subsea7 team on site, including subcontractors
  • Assists the Construction Manager on personnel training of HSE related procedures
  • Promotes HSE awareness on WORKSITES in general, with a primary focus on Subsea7 team on site including its subcontractors
  • Assists to the WORKSITE HSE meetings
  • Assists the Construction Manager in holding HSE meetings specific to Subsea7 team on site including its subcontractors and proposes subjects to be developed
  • Evaluates the HSE aspects of proposed operational / construction activities, records and concerns
  • Ensures regular communication with Client site representative and Subsea7 project management team
  • Ensures all incidents and near-misses are notified in a timely manner
  • Actively assists the WORKSITE in reporting them, for the Construction Manager and Project HSE Advisor / Manager review
  • Actively observes, intervenes and reports any safe and unsafe behaviours and conditions
  • Ensures that WORKSITE maintains a tracking system so that resulting actions are closed-out in a timely manner
  • Offshore experience is required
  • Coaches WORKSITES leaders (including Subsea7 and its subcontractors one onsite) in the observation and intervention process
  • Ensures that WORKSITE implements their “Hazards Identification and Risks Assessments” (HIRA) procedure
  • Assists the Construction Manager in co-ordinating HIRA, job safety analysis and Toolbox Talk prior to operations for Subsea7 Scope of Work
  • Ensures Subsea7 SOW’s HIRA stages 2 are included in the HSE Risk Assessment database and participates in the maintenance of this database ensuring current information is held
  • Carries out Site HSE check rating on WORKSITE or produce updates of the close- out reports of past audits
  • Reports them to the Project HSE advisors
  • Verifies Subsea7’s subcontractors respective HSE standards are followed by Subcontractors onsite
  • Ensure tools and equipments used are adequate, in good condition and in line with Subsea7 requirements/international Regulations/company requirements
  • Evaluates site environmental aspects and ensures environmental issues are highlighted in HSE inspections
  • Participates in closing mitigation actions resulting from incidents and near-misses, Audits, Site HSE check rating, HSE inspections, HSE observations, etc. 
  • Ensures WORKSITE reports status on actions registers
  • Ensures that Emergency Response arrangements onsite are appropriate, in place and understood
  • Assists and maintains cooperative relationship with the WORKSITE HSE team
  • Shares lessons learnt with project HSE Advisors for possible communication to other project worksites
  • Undertakes any other tasks appropriate to his/her position


  • Acts independently of all other functions to ensure compliance with rules, regulations and procedures, and to initiate corrective actions as necessary
  • Ensures all behaviours are managed in compliance with HSES requirements
  • Proactively participates in project HSE briefings, HIRA’s and tool box talks
  • Responsibility for the overall health, safety and welfare of himself/herself and his/her colleagues

Qualification and Requirements

  • Recognised HSEQ qualifications (IOSH, NEBOSH or equivalent)
  • At least 3 to 5 years minimum field experience supporting projects
  • Current/valid medical suitable for geographical area of work
  • Knowledge of applicable national HSE regulations and company policies for geographical area of work
  • Excellent interpersonal skills, good presentation and written communication skills
  • To have a sound working knowledge of Project Management and to have worked in a project environment supporting operations
  • To provide advice, guidance and support in all HSE related activities to the WORKSITE Management Team
  • To have read and understood either Subsea7 or an equivalent organisations documentation in Company Engineering procedures; Lifting Operations; Hazard Identification; Permit to Work; Incidents/Near-Misses Reporting and HSE Observation Guidelines
  • To be able to understand, interpret instructions received from WORKSITE Managers and ensuring this information is passed on and used as identified
  • To be able to demonstrate active participation in project planning, risk assessments and task planning meetings
