Job Description

The global project “Programme Migration for Development” (PMD) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The overarching objective of PMD is to leverage the development potential of migration through support of individuals, collaboration with organisations and advice to governments and responsible agencies on the matter. The programme is active in 24 partner countries of German development cooperation In Ghana, the Programme has established the “Ghanaian-German Centre for Jobs, Migration and Reintegration” (GGC), which became operational in December 2017. The GGC is being set up in collaboration with the Ghanaian Ministry for Employment and Labour Relations (MELR). It provides counselling and training services on employment and educational perspectives in Ghana to local population and prospective migrants alike and supports returnees in their reintegration. Further, the centre provides information pertaining to legal routes of migration to Germany and engages in awareness raising on the risks of irregular migration. Lastly, the centre also engages in the cooperation with the Ghanaian diaspora in Germany.


Overall purpose of the post

The position holder will support the team leader and the management team of PMD in Ghana regarding the strategic development, management, and operational execution of the programme She/he does so through providing concepts,background information, briefings, and developing communication instruments for the team leader and the management team of PMD Ghana. She/he thus supports the team leader and the management team in the execution of their steering and management tasks She/he works closely together and under direct supervision of the team leader of PMD Ghana He/she supports the team leader in all activities of the project, in everyday occurrences and fulfils tasks that will be delegated by the team leader. S/he drafts programme-related papers,concepts and statements and further kinds of content-related preliminary work assigned to him/her by the team leader He/she maintains a strong working relationship with the relevant counterparts of other bilateral projects of GIZ and GIZ country office in Ghana She/he supports the team in the further development of the activities and approaches of the Centre She/he additionally supports the team during fieldwork with regard to the communication with various actors.

Job Description

  • Project management assistance
  • Support, assistance and advice to the team leader and management team in all programme-related matters
  • Assist in annual operational plan preparation and monitoring
  • Draft papers, statements, presentations and briefing documents in the area of Migration, Employment Promotion and Reintegration
  • Drafting the PMD Ghana quarterly and annual reports
  • Support in the organisation of external and internal events, conferences, annual meetings, planning workshops etc
  • Assistance in strategic project development
  • Support in the strategic development and operational management of PMD in Ghana
  • Support in broadening the cooperation network of the programme in line with strategic priorities 


Partner relations management

  • Act as a liaison officer with international partner organisations such as the International Organisation for 
  • Migration (IOM) and the International Labour Organisation (ILO) who have received a grant from PMD
  • Support the effective cooperation with other relevant units of GIZ Ghana and with external operating partners of PMD in Ghana


Internal project management

  • Supporting in internal communication, rules and regulations, team building and reporting on the progress of the programme
  • Team organisation and team information (newsletters, progress reports, reviews)
  • Keeping the team informed about upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibilities
  • Supporting in organisation of weekly team meetings
  • Supporting the recruitment and onboarding of new team members
  • Taking on any additional task related to the overall purpose of the position, if assigned by the team leader


Qualification and Requirements

  • Master’s Degree in social sciences or any other project related field
  • A minimum of three years of experience in one of the fields international development, project management, social advice, public policies and other project related fields
  • Expertise of the topic of migration in Ghana, especially on the nexus of Migration and Development, Reintegration and Employment
  • Experience in working/engaging with international organizations and/or donors
  • Excellent written and oral English and Ghanaian language skills;
  • German language proficiency would be an asset
  • Excellent team-working and communication skills
  • Excellent writing and editing skills
  • Excellent organizational and interpersonal skills
  • Strong knowledge of MS Office including the data analyses/processing packages
  • Familiarity with the administrative, political and policy environment in Ghana and in the West African region
  • Ability to build strong relationships with partners, officials, media, and civil society
  • A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure of deadlines
  • Attention to detail
  • Willingness to travel in- and outside the country

Time and Duration of Assignment

The assignment is for one year with a possibility of an extension
