Job Description

The Green Building is a cluster of projects under the umbrella of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH which operates and offer support to the Republic of Ghana in the areas of Agriculture, Renewable Energy and Climate Change. Projects and programmes operate under a cluster system bounded by a common agreement based on shared staff, taking-on cross-cutting responsibilities and tasks. Some projects also have satellite offices in various regions across the country. Work responsibility therefore goes beyond the Green Building which implies occasional travel to these satellite offices. Job Title: Procurement Officer


Job Location: Accra, Greater Accra


Job Description

  • Purchasing materials and equipment for projects operating in the GIZ Green Building and satellite offices in accordance with GIZ rules and conditions
  • Contracting of firms for minor construction works and liaising with Head Office procurement unit where beyond the project limit
  • Contracting of short term consultants, appraisers and preparing documentation for local subsidy contracts and finance agreements
  • Coordinating effectively with colleagues in the administrative division and with procurement officers at Head Office


Tasks


Purchasing, procurement

  • Procures materials and equipment locally, contracts firms for minor construction works, monitor markets, issues invitations to tender and processes orders in accordance with GIZ regulations
  • Enters and maintains data relevant for procurement and tenders in ProSoft or as required by management
  • Accepts goods and ensures that the receipt is documented and goods received checked appropriately


Contracts for Short-Term Consultants / Appraiser / Local Subsidies / Financing Agreements

  • Establishes contracts and issues invitations to tender in accordance with GIZ regulations
  • Enters and maintains data relevant for contracts and tenders in Cosoft or as required by management
  • Ensures action being taken on incoming requests
  • Checks that all necessary information is filled in or attached to said service request
  • Processes complaints
  • Updates national consultant fee list / honorarium


Customs declarations

  • Prepares and submits all necessary papers for duty-free import of goods with the procurement unit of Head Office
  • Monitors release of goods and further processing with procurement unit of Head Office
  • Organises and coordinates the collection of goods


General tasks

  • Uses external service providers to complete customs declarations procedures and vehicle registrations and supervises them
  • Provides training on GIZ procurement processes to external recipients of GIZ funds (Local Subsidy Contracts, Finance Agreements, etc)


Other duties/additional tasks

  • Performs other duties and tasks at the request of the direct superior and of management


Qualification and Requirements

  • Minimum of BA/BSc in business administration, procurement management or other related academic qualification
  • MA/Msc in procurement would be an added advantage
  • Membership in professional body such as CIPS would also be an advantage
  • At least 5 years’ professional experience in a comparable position
  • Experience working with an international organization would be an advantage
  • Experience in procurement of works would be an added advantage


Other knowledge, additional competences

  • Outstanding knowledge of procurement and supply chain management
  • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Very good knowledge of the English language, a knowledge of German is an add advantage
  • Finely tuned organizational skills and ability to work on one’s own initiative
  • Team player
  • Ability to work under stress
  • Very good communication skills
  • Very good negotiation skills
  • Broad intercultural understanding
