Job Description

The Ghana Skills Development Initiative (GSDI) III is a project commissioned by the German Federal Ministry for Economic Cooperation and Development under the Programme for Sustainable Economic Development (PSED). GSDI is co-funded by the European Union (EU) under the Ghana Employment and Social Protection Programme (GESP) and the Swiss State Secretariat for Economic Affairs (SECO) as part of the economic partnership between Ghana and Switzerland.

GSDI is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the Council for Technical and Vocational Education and Training (COTVET) and other public and private sector stakeholders.

Its current phase (GSDI III) started in April 2016. GSDI seeks to improve the quality of the traditional apprenticeship system and, therefore, to enhance skills and qualifications. The project supports COTVET’s innovative approach to introduce competency-based training (CBT) standards and a collaborative training model that combines both workplace-based training in the informal sector (80%) and school-based training modules at selected TVET providers (20%).

Between 2012 and 2016, the GSDI has already made a difference: Occupational standards were developed with COTVET and trade associations, followed by corresponding CBT teaching, learning and assessment materials. The collaborative apprenticeship training was piloted in 3 regions (Northern Region, Volta Region, and Greater Accra Region) and 5 trades in Ghana, namely (1) Auto Mechanics, (2) Electronics, (3) Garment, (4) Welding, and (5) Cosmetology.

GSDI III directly builds upon achievements from the first two phases and further expands its CBT-aligned collaborative apprenticeship approach in the informal sector to three additional regions (Ashanti Region, Western Region, and Eastern Region), three additional trade areas (Electrical Installation, Furniture Works, and Block Laying + Tiling), and along three value chains (Mango, Cashew and Oil Palm).

Job Title: Monitoring and Evaluation Officer

Job Location: Accra, Greater Accra

Job Description

  • Support set up of a  M&E system
  • Responsible for regular activity monitoring in cooperation with regional teams, comprising assessment of validity, relevance and completeness of data gathered
  • Responsible for data entry and administration in IT-based monitoring tool
  • Support necessary alterations for M&E system to ensure relevant data for activity and impact / output monitoring are gather
  • Prepare data evaluation reports on a regular basis, in close cooperation with the Team Leader and the responsible M&E backstopper
  • Conduct interim and final / end of project evaluation

 Qualification and Requirements

  • Academic qualification, at least Bachelor degree or equivalent, in economics, education, agriculture or an area relevant
  • Pre-knowledge in data gathering, monitoring and evaluation
  • At least 2 years working experience in a relevant position
  • Working experience in donor funded projects is considered a strong advantage
  • Fully proficient in written and spoken English
  • Excellent computer skills: extended knowledge of Microsoft excel, SPSS, Stata and other statistical data programmes are considered a strong advantage
  • Team player with good communication skills
