The global project “Programme Migration for Development” (PMD) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The overarching objective of PMD leverage the development potential of migration through support of individuals, collaboration with organisations and advice to governments and responsible agencies on the matter. The programme is active in 24 partner countries of German development cooperation.

Job Description

The global project “Programme Migration for Development” (PMD) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) The overarching objective of PMD leverage the development potential of migration through support of individuals, collaboration with organisations and advice to governments and responsible agencies on the matter The programme is active in 24 partner countries of German development cooperation In Ghana, the Programme has established the “Ghanaian-German Centre for Jobs, Migration and Reintegration”(GGC), which became operational in December 2017. The GGC is being set up in collaboration with the Ghanaian Ministry for Employment and Labour Relations (MELR) It provides counselling and training services on employment and educational perspectives in Ghana to local population and prospective migrants alike and supports returnees in their reintegration Further, the centre provides information pertaining to legal routes of migration to Germany and engages in awareness raising on the risks of irregular migration Lastly, the centre also engages in the cooperation with the Ghanaian diaspora in Germany.


Overall purpose of the post

The project uses monitoring and evaluation instruments to measure the impact of its interventions, keep track of its counselling, training and outreach measures and adjust their implementation where necessary. As part of the M&E system the project compiles questionnaires, tracing methods, quantitative and qualitative reports and further evaluation tools. It also runs a database of its clients. The position holder will be supposed to manage and further refine these monitoring and evaluation tools. In order to be able to measure the impact of the services the centre provides and in in order to improve the services to respond to individual demands, the projects follow a regular tracking and tracing methodology. The position older is supposed to further develop and monitor the operationalisation of theses mechanisms and instruments

Job Description

The position holder

  • Further develops the M&E concept of the project according to the Ghanaian context with a focus on tracking and tracing clients’ careers refines, manages and implements the different M&E tools applies by the project in conjunction with the management and advisory team of the project (among others: counselling sheets,questionnaires, satisfaction forms, surveys, tracer studies)
  • Further develops and manages the project’s client database
  • Co-analyses and interprets statistics generated by Facebook
  • Compiles the monthly, quarterly and annual reporting of the centre, especially through preparing the related  quantitative and qualitative sections as well as related charts/tables
  • Liaises with potential service providers of studies, researches, papers and manages related cooperation
  • Takes on additional tasks related to the purpose of the position from team leader or national coordinator



Qualification and Requirements

  • Ghanaian national and ideally own migration experience in Germany or another European country (at least two years)
  • Master’s Degree in social sciences, communications or any other project related field
  • A minimum of three years of experience in one of the fields: social advice, communication design, social media and project management, and other project related fields; particularly within international organisations
  • Excellent written and oral English language skills; German language skills would be an asset
  • Excellent writing and editing skills
  • Excellent organizational and interpersonal skills
  • Strong knowledge of MS Office including the data analyses/processing packages
  • Familiarity with the administrative, political and migration policy environment in Ghana and in the region
  • Ability to build strong relationships with partners, officials, media, and civil society
  • A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure of deadlines
  • Attention to detail
  • Willingness to travel in- and outside the country


Time and Duration of Assignment

The assignment is for one year with a possibility of an extension
