Job Description

The West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) is looking for a competent and dynamic Postdoctoral Scientist to coordinate its project on "Disaster Risk Reduction Practice Research and Capacity Building Support to ECOWAS". The project is funded by the World Bank.

The program of the Africa, Caribbean and Pacific Group of States (ACP) and European Union (EU) cooperate on the program “Building Disaster Resilience to Natural Hazards in Sub-Saharan African Regions, Countries and Communities. Its overall objective is to strengthen the resilience of Sub-Saharan African regions, countries and communities to the impacts of natural disasters, including the potential impacts of climate change that it may reduce poverty and promote sustainable development. The activity in the ACP-EU Initiative, result area 2, focuses on “African Regional Economic Communities to have DRR coordination, planning and policy advisory and operational capacities to support their respective member states and regional and sub-regional programs”. This activity is coordinated by GFDRR/The World Bank and financed by the ACP and EU. The “Strengthening the Disaster Risk Reduction Coordination Planning and Policy Advisory Capacity of the Economic Community of West African States African (ECOWAS)” is supported by the ACP-EU NDRR Program to ECOWAS Disaster Risk Reduction Strategic Plan. Among others it enhances the regional DRR research agenda linking it to policy and practice influence both to embrace the recent global strategic guidance provided through the recently adopted Sendai Framework and to facilitate innovation in DRR mainstreaming across a variety of development thematic areas. Lessons from policy and practice review will play a key role in reforming national and regional disaster related policies, strategies and action plans, with a view to enable their harmonization with regional and continental strategies and trends. 

With support from the World Bank, a consortium of national, regional and international institutions experienced in research and capacity building have been contracted to support ECOWAS in the implementation of the Plan of Action (POA) and to facilitate the research and capacity building component of the POA. The West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) is the lead institution of the implementation consortium.

Job Title: Disaster Risk Reduction Project Coordinator 

Job Location: Ouagadougou, Burkina Faso

Job Description
Under the guidance of the Director of Research of WASCAL and Team Leader, the DRR project coordinator will perform the following functions:
  • Coordinate and monitor progress of activities implemented by the consortium members, identify gaps, issues and risks and ensure timely delivery of project deliverables
  • Provide overall technical support in the execution of project activities to attain intended results of the project
  • Liaise with the DRR office and DRR consultants at ECOWAS and ensure synergies between ECOWAS’ activities and that of the consortium
  • Ensure close contact with disaster risk management organizations in the ECOWAS countries (boundary partners)
  • Ensure that project meetings, workshops and capacity building programs are organized on time and intended objectives are met
  • Ensure regular update of the project website and timely release of newsletters
  • Lead in the development of all required project reports expected to be submitted to the World Bank and ECOWAS
  • Prepare internal meeting reports
  • Link with other agencies undertaking DRR in West Africa for possible collaboration
  • Perform other tasks as may be assigned by the team leader
  • Write peer-reviewed articles, policy briefs and working papers
  • Perform any other duties assigned by the Project Lead or its core team members

Qualification and Requirements
  • Advanced university degree in disaster management, hydrology, environmental management, natural science, social sciences or related field
  • Specialized training in disaster risk reduction and management highly desirable
  • Versed in hydrological modeling and other flood management skills
  • Up to 3 years of relevant experience in DRRM project management and coordination
  • Experience in the development of flood forecasting/early warning systems; flood hazard and vulnerability maps
  • Good understanding of the DRR governance and policy framework in West Africa (national as well as regional)
  • Experience in the use of computers and office software (MS Word, Excel, etc.)
  • Experience in project implementation in a post-disaster context an advantage
  • Experience in GIS and Remote Sensing

Duty Station
  • The position is based in WASCAL’s Competence Centre in Ouagadougou, Burkina Faso. However, the candidate may be required to work from the ECOWAS office in Abuja occasionally

  • MUST be fluent in English and French
  • Knowledge of local languages in West Africa, an advantage

  • WASCAL offers a competitive compensation package in line with international standards. However, the eventual compensation will be commensurate with the successful applicant’s background and work experience
