The global project “Programme Migration for Development” (PMD) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The overarching objective of PMD leverage the development potential of migration through support of individuals, collaboration with organisations and advice togovernments and responsible agencies on the matter. The programme is active in 24 partner countries of German development cooperation.

Job Description

The global project “Programme Migration for Development” (PMD) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The overarching objective of PMD leverage the development potential of migration through support of individuals, collaboration with organisations and advice to governments and responsible agencies on the matter The programme is active in 24 partner countries of German development cooperation In Ghana, the Programme has established the “Ghanaian-German Centre for Jobs, Migration and Reintegration” (GGC), which became operational in December 2017 The GGC is being set up in collaboration with the Ghanaian Ministry for Employment and Labour Relations (MELR)It provides counselling and training services on employment and educational perspectives in Ghana to local population and prospective migrants alike and supports returnees in their reintegration. Further, the centre provides information pertaining to legal routes of migration to Germany and engages in awareness raising on the risks of irregular migration. Lastly, the centre also engages in the cooperation with the Ghanaian diaspora in Germany.

Overall purpose of the post

Communication, especially the outreach to the target groups of the centre and the communication with stakeholders of the project, is a core task at the Ghanaian-German Centre for Jobs, Migration and Reintegration It is the centre’s mandate to provide information and counselling to its clients, organize information events and communication campaigns to the end of promoting employment and educational perspectives in Ghana The purpose of this post is to further develop a communication strategy for the centre,ensure quality of communication and manage all offline and online communication measures of the project and support the advisory team of the centre.

Job Description

  • He/She further develops and manages the communication tools of the project (online and offline)and provides related content, including the further development of a communication strategy andcommunication action plan
  • He/She exchanges with his/her counter parts within the communication team at PMD HQ
  • He/She supports the development of core communication messages for the advisory team for their dayto-day communication with the target group
  • He/She manages the project’s online communication tools: Developing, providing and editing content for website and social media, providing online-counselling, monitoring customer interactions on social media, and providing appropriate responses where applicable
  • He/She produces target group specific communication materials and success stories
  • He/She is responsible that all PR and external communication materials are in accordance with GIZ standards (corporate design, standards for content)
  • He/She is responsible for the appropriate branding of the Ghanaian-German Centre for Jobs, Migration and Reintegration
  • He/She supports with planning and execution of PR and communications events, providing on-site support as needed
  • He/She supports the team leader and the management team of PMD Ghana in communication with project stakeholders
  • He/She drafts publications and press statements on behalf of the centre
  • He/She helps setting up a PR database and building targeted distribution lists for dissemination of press releases and other communication initiatives
  • He/She participates in training and outreach activities, mobile advice, giving presentations to the target group
  • Impact monitoring, quality management and documentation of the implementation of the communication strategy
  • He/She exchanges with his/her counterparts in Germany (esp Ghana focused reintegration scouts and PMD project manager at GIZ HQ) in order to provide country-specific information to migrants intending to return from Germany
  • He/She cooperates with relevant counterparts within bilateral projects of GIZ and GIZ country office
  • He/She supports the teamleader, management team and advisory team in all activities of the Centre’s project, in everyday occurrences and will fulfil tasks related to the purpose of this post that will be delegated by the teamleader


Qualification and Requirements

  • Ghanaian national and ideally own migration experience in Germany or another European country (at least two years)
  • Master’s Degree in social sciences, communications or any other project related field
  • A minimum of three years of experience in one of the fields: social advice, communication design, social media and project management, and other project related fields; particularly within international organisations
  • Excellent written and oral English language skills; German language skills would be an asset
  • Excellent writing and editing skills
  • Excellent organizational and interpersonal skills
  • Strong knowledge of MS Office including the data analyses/processing packages
  • Familiarity with the administrative, political and migration policy environment in Ghana and in the region
  • Ability to build strong relationships with partners, officials, media, and civil society
  • A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure of deadlines
  • Attention to detail
  • Willingness to travel in- and outside the country



Time and Duration of Assignment

The assignment is for one year with a possibility of an extension
