Job Location: Accra, Greater Accra


Job Description

  • Managing the area of expertise dealing with data, statistics and SDG indicators that forms part of the component objective related to monitoring the 2030 Agenda at the local level in Ghana to improve evidence-based decision making
  • Assisting in the development of a web-based SDG monitoring database that takes into account the specific needs of all districts and is open to the public
  • Assisting in training district authorities in collecting, analysing and processing local data
  • Assisting project initiatives to provide professional advisory services to core partners, such as the National Development Planning Commission (NDPC), Ghana Statistical Service (GSS), National Association of Local Authorities in Ghana (NALAG), local governments and CSOs
  • Cooperating with a broad range of national and international stakeholders as well as target groups
  • Innovation and knowledge management 


Tasks


Advising the partner institution(s)

  • Assists and monitors the development and implementation of plans and activities of the 2030 Agenda component  in close consultation with counterparts (e.g. NDPC, GSS, NALAG, CSOs)
  • Supports prioritization of indicators for implementing the Agenda 2030 at the district, regional and national level 
  • Designs, prepares and implements Capacity Development workshops, seminars and other events on data collection, data management and data processing in districts
  • Advises on the interoperability of data systems and standardization of data sets for monitoring across districts and regions in close cooperation with local, regional and national partners
  • Supports the analysis of existing data and its incorporation into the local and national development plans to enable evidence-based decision making 
  • Supports the access to data to the public (including civil society, academia, etc.) to strengthen accountability
  • Develops and organises quality assurance measures and suggests Develops or enhances an IT-based data management system that is inter-operable with existing data systems and can be accessed by civil society, academia, private sector and governmental institutions (district, regional, national


Networking and cooperation 

  • Supports the close cooperation and information exchange with the other SfDR components and other GIZ projects
  • Supports cooperation, regular contact and dialogue with partners
  • Assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies in the area of SDG monitoring, data and statistics 
  • Encourages sharing ideas and information for the benefit of the project 


Knowledge management

  • Ensures smooth knowledge transfer within the project as well as with partners
  • Develops ready-to-use, practical and interactive strategies and technical concepts, including a hands-on training manual on data collection, data management and processing tailored to the needs of the district Draws up reports and presentation documents
  • Prepares appropriate input for various project reports and contributes to the other reports required by the programme manager and GIZ Head Office
  • Assists with research activities and studies on SDG monitoring in Ghana and worldwide


Coordination tasks

  • Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners 
  • Compiles the relevant information for joint activities and assignments
  • Assists in impact monitoring, project progress review, and reporting of the 2030 Agenda component


Qualification and Requirements

  • Minimum of Masters/MSc in IT, statistics, political science, development studies or another subject that is related to the project objective 
  • At least 5 years’ professional experience in a comparable position
  • Sound knowledge of statistical systems, data collection mechanisms, data analysis, data storage, data security, harmonization of data systems
  • Excellent knowledge of the data situation in Ghana at national and district Working experience with Geographic Information Systems (GIS), Content Management Systems (CMS) and Document Management Systems (DMS)
  • Working experience with Learning Management Systems (LMS) and the DLRev revenue management software is an asset
  • Ability to comply with data safety rules and regulations within GIZ and with Ghanaian and German laws; sound awareness of safety and privacy issues
  • Proven expertise in monitoring and evaluation 
  • Profound understanding of development cooperation
  • Working experience in organisational development is an asset.
  • Proven management skills and excellent organisational skills and ability to work on one’s own initiative at the conception level in a structured way
  • Ability to establish effective working relationships with diverse groups of stakeholders including the ability to communicate clearly and effectively
  • Excellent skills to translate complex technical issues into understandable language and tangible results 
  • Good writing, reporting, documentation and visualization skills
  • Fluent written and oral knowledge of English, working knowledge of German is beneficial 
  • Very good working knowledge of ITC technologies and computer applications (e.g. MS Office)
  • High ability to work in an international team
  • Willingness to learn further as required by the tasks
