Job Description

The project "Market entry in renewable energy and energy efficiency for the productive sector in Ghana" provides training, advisory and other support services to strengthen the capacity of key market actors so that private-sector companies can increasingly satisfy their energy needs from renewable energy (RE) or reduce them through energy efficiency solutions. The strategic focus of the project is, on the one hand, on overcoming market entry barriers, which so far discourage the use of RE and energy efficiency by Ghana's private-sector electricity consumers. On the other hand, public utility companies must be prepared for the change in the electricity sector, which is primarily caused by self-generation of electricity from RE by their customers. In addition, the project will help to improve the preconditions for demand-oriented training and further education of required professionals in the sector.

Job Location: Accra, Greater Accra

Job Description

  • Ensuring that financial administration functions well in accordance with GIZ standard procedures
  • Effectively coordinating with the staff of the Finance Team at the Country Office
  • Processing cheques, bank transfers and deposits at the bank
  • Handle bank and Cash book
  • Ensuring that financial and administrative regulations are complied with
  • Advisory services to advisors and partner institutions on finance issues
  • Deputizing for cash book, cash payments and deposits at the bank


Financial services

  • Monitor income, expenditure and the monthly bank reconciliation
  • Manage the processing of requests for project funds
  • Monitor real accounts (payables, receivables) and reports regularly to the officer responsible for the contract and cooperation and the Head of Finance & Administration
  • Ensure realistic receivables list is maintained at all times

Internal control

  • Check the vouchers and receipts submitted by advisors for completeness and allocation to cost units and categories, and corrects these where necessary
  • Advise on financial aspects of projects
  • Organising vouchers and other accounts documents in readiness for internal control and audit

Travel claim calculation

  • Prepare travel claims for partners when necessary
  • Prepare transport costs for partners when necessary
  • Calculate national travel claims
  • Calculate national travel advances
  • Follow up on pending travel advances and ensures refunds are made where necessary

General services of GIZ-assisted projects/programmes

  • Carry out accounting tasks using WINPACCS Cashbook, prepares monthly accounts and monthly bank reconciliation statement
  • Submit the end-of-month accounts from the project accounting and vouchers (through or from WINPACCS) to the Head of Finance & Administration for approval and forward them to GIZ Country Office
  • Routinely monitor costs in accordance with project requirements

Other duties/additional tasks

  • Report all problems with financial administration and compliance without delay
  • Be responsible for filing in accordance with GIZ rules
  • Perform other duties and tasks at the request of management

Qualification and Requirements

  • Minimum requirement Bsc/BA in accounting, finance or similar area, MBA would be an added advantage
  • At least 4-5 years’ professional experience in a comparable position
  • In-depth knowledge of accounting software (e.g. WinPACCS Cashbook)
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Confidential handling of data and information
  • Very good knowledge of the English language, ideally a knowledge of German
  • Excellent team player

  • Very good communication skills
  • Proactive attitude towards work, personnel and institutional changes

  • Willingness to update skills as required by the tasks to be performed – corresponding measures are agreed with management


  • The assignment is from 1st March 2019 until 31 December 2020 and can be renewed afterwards
