Programme Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH draws on the wealth of regional and technical expertise as well as tried and tested management know-how. As a federal enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development. In the Governance Sector, GIZ has been commissioned to implement the Good Financial Governance Programme (GFG) and the Support for Decentralisation Programme (SfDR). These are co-financed by the Governments of Canada, the Netherlands, Switzerland and the United States of America. The programmes aim to strengthen Ghana’s public financial management system. Among others they support the Government of Ghana to strengthen its domestic revenue mobilisation on the national and subnational level. The areas of capacity building support are broad and include both specialized taxation topic areas such as tax base broadening and tax compliance and more general topics such as human resources and performance management. We are looking for up to four national advisors to join the revenue team. Depending on your qualifications and interests you would predominantly work on strengthening national or local revenue collection.

Job Title: Advisor – Communication & Knowledge Management


Job Location: Accra, Greater Accra


Job Description

The Communication Officer supports in:

  • Implementing and developing further the programme’s communication strategy
  • Dealing with all questions arising in the work of the Corporate Communication Unit (CCU)
  • Ensuring that content and design of communication material follow the right guidelines/agreements
  • Improvement of the programs knowledge management 

GIZ Communication & PR Material

  • Prepare suitable GIZ GH communication & PR material according to GIZ guidelines
  • Provide technical support for the production of communication & PR material to both programs
  • Maintain a pool of service providers (printers, designers, editors, photo- and video journalists, etc.), coordinate and facilitate between service providers and programs
  • Handling the social media accounts (Facebook, twitter) of both programs
  • Interact regular with the communications unit of GIZ Country Office to get updated guidelines and procedures 

Press and Media management

  • Support in coordinating media activities of both programmes
  • Support in researching topics and preparing press releases to serve and feed the national and regional media
  • Support in organizing events for national and international media
  • Develop and compile information materials for the media (press kit)
  • Support in briefing programs staff on how to handle the media professionally 

GIZ Corporate Design Guidelines:

  • Supervise implementation of GIZ Corporate Design Guidelines respond to queries on corporate design from program team members
  • Brief service providers on GIZ Corporate Design Guidelines
  • Keep her/himself informed about new developments and changes

GIZ internal communication platforms:

  • Coordinate and publish the GIZ Governance News Bulletin
  • Update existing internal communication instruments (staff overview, service portal, DMS, Intern Guidebook, Akwaaba Brochure, etc.)
  • Support the improvement of the programs knowledge management (including the structure in DMS)
  • Support in concept development, planning and/or coordination of internal events
  • Assure the continuous availability of and access to the existing communication tools, products and key information
  • Coordinate closely with the Communication focal persons and colleagues in other programmes
  • Consult with the Corporate Communication Unit in HQ on inputs for the Intranet, wir: and akzente 

Other duties/additional tasks:

  • Assist in writing high quality minutes from team meetings or any other meetings and distributing with team members on time
  • Support in organizational and administrative issues in the programme
  • Assist in and/or carry out other duties and tasks at the request of the Programme Manager of Component Managers
  • Compiles relevant information for collaborative activities and missions, also with other GIZ programmes


Qualification and Requirements

  • BA/MA in communication, public relations, journalism or a related professional qualification
  • At least 3 years working experience in the area of corporate communication
  • Ideally working experience in a German speaking environment
  • Experience working with a media organisation would be an added advantage

Other knowledge, additional competences

  • Has editorial experience, experience in writing articles and press releases (evidenced e.g. by work samples)
  • Is experienced with media production and event management as well as social media accounts
  • Ability to express oneself well both verbally and in writing; polished, target-group oriented style
  • Has strong coordination skills in order to bring together stakeholders and balance their interests
  • Is client- and service-oriented
  • Has an understanding of strategic approached and ideally experiences in developing and implementing communication strategies/plans
  • Ability to take initiative and work in a multi-cultural environment
  • Motivated team player with an organized, independent, systematic, detail- and goal oriented work approach
  • Ability to quickly grasp complex issues
  • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Good knowledge of the English and German language
  • Willingness to up-skill as required by the tasks to be performed-corresponding measures are agreed with management
