The E-Waste Programme supports the Ghanaian Ministry of Environment, Science, Technology and Innovation (MESTI) to improve the conditions for sustainable management and disposal of e-waste in Ghana. The programme provides four fields of activity that reflect four levels of intervention:

  • Improving the political conditions at the macro level to create an appropriate legal and administrative basis for the proper collection and recycling of e-waste (policy advisor)
  • Developing and introducing sustainable business models at the meso level to initiate the establishment of a sustainable e-waste recycling industry
  • Capacity development for actors in the informal sector for appropriate management of e-waste, avoiding health and environmental risks. Multistakeholder dialog, communication and networking as crosscutting tasks

Job Summary

Main purpose of the advertised position is to support the programme manager in providing adequate and professional policy advice, in organizing an e-waste related multistakeholder dialog and in coordinating the input provided by international and national consultants regarding the below the following policy advise areas:

  • E-waste legislation, regulations and their enforcement
  • Registry of manufacturers producing in the country
  • Financing EPR-schemes
  • Auditing system for registered e-waste recyclers


Job Description

The advisor is responsible for

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Innovation and knowledge management
  • Designing, introducing and coordinating an e-waste related stakeholder-dialog in Ghana (in cooperation with the programme manager)
  • Managing the input of on demand advisory services provided by a pool of short-term experts networking and securing compiled results regarding the above listed issues

Advising the partner institution(s) The advisor

  • Assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts 
  • Contributes to preparing and implementing the coordination process, joint project/programme activities and work at the regional level
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  • Elaborates for and on behalf of the partner institutions proposals for e-waste related regulations – guided by the programme manager and based on the input of short-term experts

Networking and cooperation

  • Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme
  • Provides networking and promotes the exchange of ideas within and between the different stakeholdergroups

Knowledge Management

  • Ensures knowledge transfer to project/programme information
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures 
  • Draws up reports and presentation documents
  • Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • Assists with research activities and studies on political issues which benefit joint programmes
  • Ensures that results elaborated within the multistakeholder-dialog and know-how provided by short-term experts are available for the e-waste related legislative and regulative processes

Coordination tasks

  • Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects 
  • Compiles the relevant information for joint activities and assignments
  • Handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
  • Supports in managing contracted short-term experts in providing adequate and professional policy advise


Qualification and Requirements

  • MBA or in an area that is related to the project objectives, combining health aspects with environmental management and especially (e)waste management/recycling, with a focus on the informal sector 
  • To be familiar with e-waste related State of international conventions: Basel, Stockholm, Minamata, others
  • At least 5 years’ professional experience in a comparable position Other 


Other knowledge, additional competences

  • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Fluent written and oral knowledge of the English language and a working knowledge of German
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
