Consultancy Service for the Development of a Human Resource Plan for the Lands Commission - (INDIVIDUAL CONSULTANT) Ref No 10

The Ministry of Lands and Natural Resources has received financing from the World Bank toward the cost of the Second Land Administration Project (LAP-2), and intends to apply part of the proceeds for consultant services.

LAP-2 is a follow on project of LAP-1 and is being implemented based on the National Land Policy which came into effect in 1999. The Project concentrates on completing outstanding legal and institutional reforms, removing business bottlenecks, promoting transparency and addressing various land administration challenges with the view to: (I) speeding up land registration and delivery of titles and deeds; (ii) enhancing security of tenure; and (iii) strengthening the settlement of land disputes, among others. The Project also supports the completion of the Land Bill, engaging in legislative and institutional reforms stated under LAP-1. 

The Project is being implemented through four-interrelated Components, namely:

    Strengthening the Policy, Legal and Regulatory Framework for Land Administration;

    Decentralizing and improving Business and Service Delivery Processes;
  3. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Providing improved Maps and Spatial Data for Land Administration; and
  4. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Engaging in Human Resource Development and Project Management

    The objectives of the assignment are to: The ultimate aim of human resource planning is to relate future human resources to future staffing level needs of the organization so as to maximize the future return on investment. 

The overall purpose of the LC Human Resource Plan is to:

    Develop a comprehensive human resource base to respond to the future HR needs of LC to meet its strategic goals and operational plans. This will involve forecasting current and future staffing level needs of the Commission to ensure that the right type and numbers of staff with the right skills are available at the right time and at the right place;
  2. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Provide LC with a framework for making human resource decisions based on its mission, strategic plan especially in terms of required numbers and skills mix needed for deepening service integration for efficient and effective service delivery;
  3. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Ensure optimum use of human resource in the Commission;
  4. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Help the Commission to cope with technological development and modernization; and

    Ensure a continuing supply of trained staff to take over jobs as they fall vacant either by promotion or recruitment or through training. Staff shortages or overstaffing can be avoided in the long term; 

Scope of Service:

    Review the strategic direction and business objectives of the Comission over the next five years and carry out workforce audit of the Lands Commission in terms of numbers and skill set of existing employees;
  2. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Develop a profile of staff with analysis of the numbers/strength, years of service, distribution of age, region, gender and academic qualification and competencies;
  3. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Based on various factors (both internal and external) that may impact on the Commission's staffing needs, assess and analyse supply of, and demand for, human resources, over the next five years (2013 - 2017), examining various considerations with particular attention to:

    Critical technical and managerial competences currently existing in the valuation land management, registration and survey fields;
  5. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Establishment of districts over the next five year period;
  6. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Functions and roles envisaged under the propsed organizational structure;
  7. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    On-going integration and re-engineering of the business processes of the Commission; and 
  8. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Foremost of employee attrition through retirements and discharges/retrenchments

    Determine the gaps in the existing and projected numbers and skills set and estimate staffing levels for each functional area at the corporate, divisional, regional and district levels over the next five years;

    Determine strategies required to meet LC's long-term business goals including recruitment, training, promotion or outsourcing;

    The Consultant will be required to liaise with the Ghana Public Service Commission to ensure that the numbers are acceptable and implementable 

Duration: The assignment will be executed over a total of 8 week utilizing 2 man-months



Qualification and Requirements
The individual Consultant shall have:

    A Master's degree in Human Resource Development or related qualification;
  2. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    At least 7 years hands on experience in civil service/public service administration on human resource systems including human resource planning, strategic planning, recruitment strategies and retention strategies; and
  3. Zm9yd2FyZGluZ19pcCA9IDU0LjIwNS4xNzMuMjUyLHJlbW90ZV9hZGRyZXNzID0gMTk4LjE0My4zOC45Nw==
    Demonstrated experience in the development of Human Resource systems and processes


Application Details
The Ministry of Lands and Natural Resources through the Lands Commission now invites eligible Individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
